- Democrats won control of both chambers of Congress, potentially limiting new legislation from the Trump administration.
- BlackRock Investment Institute expects fiscal deficits and heavy borrowing to keep pressure on interest rates.
- The institute remains neutral on U.S. equities and favors selective exposure to AI-related companies and listed infrastructure.
BlackRock Investment Institute said on Wednesday, November 4, that Democrats had won control of both the House and Senate in the U.S. midterm elections. The shift could make it harder for President Donald Trump to advance new legislation and gives Democrats greater leverage over appointments and federal spending, according to the BlackRock Investment Institute bulletin.
For investors, the institute identifies fiscal policy as the main flashpoint. It says divided government raises the risk of funding standoffs, government shutdowns and more contentious debt-ceiling negotiations. Large deficits and heavy government borrowing are still expected to persist, supporting a view of structurally higher interest rates.
BlackRock Balances Rates And AI
The institute says policy gridlock has historically not been bad for risk assets, while debt-ceiling standoffs have been a more important source of market volatility. The immediate implication for asset allocation is cautious rather than uniformly defensive: BlackRock remains neutral on U.S. equities and continues to favor selective exposure to AI-related companies and listed infrastructure.
Uncertainty over the speed, scale and economics of the AI buildout is central to that stance. BlackRock says planned capital spending must be assessed against future revenue and returns, while higher financing costs and leverage are becoming more important as the buildout becomes more debt-financed.
The institute also upgraded short-term U.S. Treasuries to overweight and moved long-term Treasuries to neutral after yields reached multi-decade highs. In its view, higher yields now offer more attractive income and better compensation for the risks, although changing expectations for AI investment could still drive swings in bond yields.
