Energy Transfer Interstate Holdings (ETIH) has opened a binding capacity process for the proposed South Mississippi Project, a natural gas pipeline intended to connect Louisiana with southern Mississippi. Pipeline & Gas Journal reported the project on October 29, 2026, after the capacity process began on October 28.

Commercial process sets next milestone

The proposed system would run about 215 miles from a receipt point in Richland Parish, Louisiana, to a delivery point in the George County, Mississippi, area. The plan includes either 42-inch or 36-inch pipe, compression and metering facilities, and additional firm natural gas transportation capacity.

ETIH said it has secured binding commitments from anchor shippers. Their capacity would not be subject to proration and would include extension rights. Other binding offers may be prorated and would not include those rights. The capacity process is scheduled to close on November 25, after which ETIH will evaluate the bids and determine whether to proceed.

Regulatory approval remains ahead

Energy Transfer plans to seek authorization from the Federal Energy Regulatory Commission. The company proposes to place most of the expansion alongside existing infrastructure, a design intended to reduce impacts on landowners and communities and simplify the regulatory review.

ETIH expects the project to be available on or before March 1, 2030, if it moves forward. Capacity awards would be based on the highest net present value of reservation charges from acceptable offers, within the capacity ultimately selected for construction. The open season is therefore a commercial development step rather than a final investment decision or construction start.
