- Oyu Tolgoi underground operations are being restarted progressively after an October 29 rockfall that injured three employees.
- Rio Tinto's copper growth remains concentrated at Oyu Tolgoi, while border restrictions have reduced concentrate exports.
- The mine's restart pace and shipment recovery are the next operating tests for investors.
Rio Tinto is moving toward a progressive restart of underground mining at Oyu Tolgoi in Mongolia after a rockfall linked to seismic activity injured three employees. The Indonesian Mining Association reported that safety reviews had been completed and that the rockfall was confined to a temporary storage zone beside the production area.
Rio Tinto said the incident caused no structural impact to the underground cave or its operating infrastructure. The company has not quantified lost production or set a timetable for completing the restart, leaving the pace of the recovery as the immediate operating issue for investors.
Oyu Tolgoi Drives Copper Growth
The disruption comes as Oyu Tolgoi becomes increasingly important to Rio Tinto's copper strategy. Copper production at the mine rose 27 percent year over year in the third quarter and 29 percent in the first nine months of 2026. The operation was running at an annualized rate of about 450,000 tonnes during the quarter.
Group copper production was little changed at 205,000 tonnes in the third quarter, while first-nine-month output increased 1 percent. The contrast shows how strongly the Mongolian operation is offsetting weaker performance elsewhere in the portfolio. Rio Tinto continues to target average recoverable copper production of about 500,000 tonnes a year from Oyu Tolgoi between 2028 and 2036.
The mine's role is also exposed to logistics. The Indonesian Mining Association reported that border restrictions had reduced copper concentrate exports by about 70 percent. A restart of underground activity therefore addresses only one of the two immediate execution risks: production underground and the movement of concentrate into China.
What Investors Watch Next
The next operational updates should clarify how quickly underground production returns, whether shipments normalise and whether the ramp-up remains on track. Rio Tinto's long-term copper case depends on higher output from Oyu Tolgoi, but the latest disruption highlights the sensitivity of that growth to safety reviews, mine execution and cross-border logistics.
