Swiss Re's US property and casualty reinsurance chief has warned that falling commercial property rates in the United States do not mean the underlying insurance risk has declined. Monica Ningen made the comments in an interview reported by Insurance Business on October 28, 2026.

Ningen, Swiss Re's chief executive for US property and casualty reinsurance, said buyers had seen two consecutive quarters of double-digit rate cuts. She attributed the softer market to abundant capacity and a quiet Atlantic hurricane season, while stressing that the loss potential transferred through insurance does not change as quickly as supply and demand.

Lower prices do not erase exposure

Marsh's Global Insurance Market Index showed US commercial property rates falling 10 percent in the third quarter of 2026 after a 13 percent decline in the second quarter. Ningen said the lack of major US hurricanes could lead some market participants to forget that the risk itself has not changed.

Swiss Re's assessment points to a gap between market pricing and technical risk. Capital can enter the market quickly and intensify competition, but exposure continues to build as asset values rise, development expands in vulnerable areas and hazard patterns shift.

The company estimates that insured natural catastrophe losses are increasing by 5 to 7 percent a year in real terms. Swiss Re's 2026 peak-loss scenario puts insured losses at 320 billion US dollars, while first-half global insured catastrophe losses reached 42 billion US dollars, according to the report.

Selective growth remains the focus

Ningen said Swiss Re has the capital and capacity to write more business, but only when the economics are attractive. Decisions will be made client by client and treaty by treaty, keeping underwriting discipline central as insurers and reinsurers compete for business.

For brokers and corporate buyers, a lower renewal quote may need to be weighed against replacement values, catastrophe limits and retentions. A lower premium does not automatically provide better protection if the insured asset base or potential loss severity has increased.
