The classification creates a dual-supervision arrangement for Circle Internet Financial Europe SAS. The European Banking Authority will oversee prudential areas from November 12, 2026, while France's Autorite de Controle Prudentiel et de Resolution retains responsibility for governance, qualifying holdings, fit-and-proper assessments, outsourcing, and conflicts of interest, according to Finextra. The framework applies to a stablecoin, a cryptocurrency designed to track an official currency, and makes USDC the first significant electronic money token under MiCA.
