- USDC was classified as the European Union's first significant e-money token under MiCA.
- From November 12, 2026, the EBA will oversee key reserve, liquidity and redemption safeguards.
- Investing.com displayed USDC at 1.0010 USD at the time of retrieval on November 2, 2026.
- The regulatory change affects supervision of the issuer rather than the token's stated purpose.
The USDC price remains close to its dollar peg as the European Banking Authority prepares to take direct responsibility for several financial safeguards surrounding Circle's stablecoin. The change follows USDC's classification as the European Union's first significant e-money token under the Markets in Crypto-Assets Regulation.
New European supervisory structure
From November 12, 2026, the EBA will directly supervise the issuer's own funds, reserve assets, liquidity requirements, and recovery and redemption plans. France's Autorite de Controle Prudentiel et de Resolution will retain responsibility for governance, qualifying holdings, senior-management suitability, outsourcing and conflicts of interest. The two authorities are expected to cooperate under a dual-supervision model.
As Cyprus Mail reported, the decision changes the division of regulatory responsibilities rather than introducing a new token or changing USDC's stated purpose. The designation applies to USDC issued in the EU by Circle Internet Financial Europe SAS, while Circle Internet Financial, LLC issues the token in the United States.
Price remains close to the peg
At the time of retrieval on November 2, 2026, the Investing.com page displayed USDC at 1.0010 USD, with a quoted change of minus 0.0001, or minus 0.01 percent. The page listed a 24-hour volume of 6.39 billion USD, a market capitalization of 71.34 billion USD, and 71.37 billion USDC in circulation. These figures describe the displayed market snapshot and should not be treated as a verified UTC day-over-day comparison.
What the change means for holders
Circle describes USDC as a digital dollar redeemable one-to-one for US dollars and backed by highly liquid cash and cash-equivalent assets. Its USDC information page states that Circle publishes monthly reserve attestations and that the token was in circulation on 26 October 2026 at 71.0 billion units. The same page says USDC is natively issued on 38 blockchains.
For investors and businesses, the immediate issue is therefore not a conventional price catalyst but a change in oversight of the reserves and redemption framework. The USDC price remains designed to track the US dollar, while the new EU arrangement may increase regulatory visibility around the assets supporting that stability. The EBA's significant-token classification is subject to annual reassessment.
