- The EBA classified USDC as the EU's first significant e-money token under MiCA on October 14, 2026.
- Direct EBA supervision of reserves, liquidity and redemption planning is scheduled to begin on November 12.
- Investing.com showed USDC at 1.0010 USD, with a 71.26 billion USD market capitalization and 12.73 billion USD in 24-hour volume.
The USDC price remained close to its one-dollar target on October 29, while the stablecoin moved toward a significant regulatory milestone in Europe. The European Banking Authority classified USDC as the European Union's first significant e-money token under the Markets in Crypto-Assets Regulation on October 14. The decision applies to the European issuer, Circle Internet Financial Europe SAS.
According to the European Banking Authority, 45 e-money tokens had been notified under MiCA when the decision was made, but USDC was the first to be classified as significant. The designation is therefore a regulatory status, not a new issuance, listing or change to the token's dollar reference.
Supervision changes in November
From November 12, the EBA is scheduled to take direct responsibility for the European issuer's own funds, reserve assets, liquidity requirements, and recovery and redemption plans. France's Autorite de controle prudentiel et de resolution will retain responsibility for areas including governance, qualifying holdings, fit-and-proper assessments, outsourcing and conflicts of interest. This creates a dual supervisory model for the EU business.
For investors and market participants, the practical importance lies in the oversight of the mechanisms intended to support redemptions and maintain the token's stability. The EBA announcement does not state which specific significance criteria USDC met, so the classification should not be presented as a quantified assessment of reserve quality or future performance.
Price data stays close to the peg
The Investing.com USDC/USD page showed 1.0010 USD when checked on October 29. It displayed an intraday range of 1.0009 to 1.0011 USD and a 52-week range of 0.9991 to 1.0023 USD. The same page reported 12.73 billion USD in 24-hour volume, a 71.26 billion USD market capitalization, rank six, and 71.28 billion USDC in circulation. These figures describe a stablecoin trading close to its intended value rather than a conventional growth-asset price move.
Circle's USDC website reported 71.0 billion USDC in circulation as of October 26 and states that the token is backed by highly liquid cash and cash-equivalent assets and redeemable 1:1 for US dollars. The different circulation figures reflect different source dates and should not be treated as a single synchronized market snapshot.
For the USDC price, the regulatory transition is more relevant than ordinary intraday fluctuations. The key dates are the October 14 classification and the planned November 12 start of EBA supervision. Further developments can be followed on the USDC topic page.
