- USDC traded at 1.0011 USD on November 2, remaining close to its dollar peg.
- The EBA will assume direct responsibility for key reserve, liquidity and redemption safeguards from November 12, 2026.
- Circle and ACI Worldwide are evaluating USDC settlement within existing payment infrastructure in Colombia.
- Circle says USDC is redeemable 1:1 for US dollars and backed by highly liquid cash and cash-equivalent assets.
The USDC price remained close to its intended dollar peg on November 2, while two developments highlighted the stablecoin's changing operating environment: direct European supervision of key safeguards is approaching, and a payments pilot in Colombia is examining how USDC could work with existing banking infrastructure.
USDC stays near the dollar
At 07:19:04 Berlin time, the USDC/USD page at Investing.com showed USDC at 1.0011 USD in real time. The displayed intraday range was 1.0010 to 1.0012 USD, and the 52-week range was 0.9991 to 1.0023 USD. The page also listed 71.69 billion USD in market capitalization, 71.70 billion USDC in circulation, 4.30 billion USD in 24-hour volume and a market ranking of six.
Because the displayed information did not provide a verifiable UTC close for October 31, no precise UTC day-on-day percentage is assigned here. The available quote nevertheless indicates only a small deviation from the one-dollar target, consistent with USDC's role as a stablecoin rather than a conventional high-volatility crypto asset.
EU supervision moves to the EBA
USDC has been classified as the European Union's first significant e-money token under the Markets in Crypto-Assets Regulation, according to Gadgets 360. The designation was the first among 45 notified e-money tokens. From November 12, 2026, the European Banking Authority will directly supervise Circle's own-funds requirements, reserve assets, liquidity rules and recovery and redemption plans. France's ACPR will retain responsibility for areas including governance and management-related matters.
For holders and businesses using USDC, the change is mainly a supervisory development rather than a change to the token's stated redemption mechanism. Circle says on its USDC website that the token is redeemable 1:1 for US dollars and backed by highly liquid cash and cash-equivalent assets. Circle reported 71.0 billion USDC in circulation as of October 26, 2026, a separately dated figure from the Investing.com quote.
Payments use case expands cautiously
On October 27, ACI Worldwide and Circle announced a collaboration focused initially on Colombia. As described in the ACI Worldwide announcement, the initiative uses ACI Connetic and Circle's USDC infrastructure to demonstrate how financial institutions could evaluate stablecoin settlement alongside traditional payment rails.
The announcement describes an evaluation, not a confirmed customer launch or transaction volume. For investors and market participants, the development supports the broader payments case for USDC, but its commercial significance will depend on whether institutions move from testing to live use.
