The USDC price remains close to its dollar peg as European supervisory responsibilities are set to change. The EBA will take over key reserve and liquidity oversight on November 12.

USDC faces closer European oversight

  • USDC was classified as the European Union's first significant e-money token under MiCA.
  • The EBA will assume direct responsibility for reserves, liquidity and recovery planning from November 12, 2026.
  • Investing.com displayed USDC at 1.0014 USD, while Circle reported 71.0 billion USDC in circulation as of October 26.
  • A separate Colombian pilot is testing USDC settlement alongside existing payment infrastructure.

The USDC price remains close to its one-dollar target as the European Union prepares to place key parts of Circle's stablecoin oversight under the European Banking Authority. The change is regulatory rather than a redesign of the token, but it gives investors and payment users a defined date for a new supervisory arrangement.

EBA handover begins November 12

According to Yahoo Finance, reporting Unchained, the EBA classified USDC as the first significant e-money token under the Markets in Crypto-Assets Regulation, or MiCA, on October 14. The designation was the first among 45 e-money tokens notified in the EU.

From November 12, the EBA will assume direct responsibility for the EU issuer's own funds, reserve of assets, liquidity requirements, and recovery and redemption plans. France's Autorite de Controle Prudentiel et de Resolution will retain responsibility for governance, qualifying holdings, management suitability, outsourcing and conflicts of interest. The arrangement therefore creates dual supervision rather than replacing French oversight altogether.

Stablecoin remains close to its peg

The USDC price shown on Investing.com was 1.0014 USD, with a displayed intraday range of 1.0012 to 1.0014 USD. The same page showed a market capitalization of 70.99 billion USD and 71.02 billion USDC in circulation. These figures indicate a token trading close to its intended peg rather than behaving like a conventional volatile cryptocurrency.

Circle's official USDC information reported 71.0 billion USDC in circulation as of October 26 and states that the token is redeemable one-for-one for US dollars and backed by highly liquid cash and cash-equivalent assets. The figures are dated differently and should not be treated as a single-time snapshot.

Supply and payments remain key indicators

Crypto Briefing reported that circulation fell by 800 million USDC in the week ending October 29, after roughly 10.9 billion USD of issuance and 11.7 billion USD of redemptions. It said reserves stood at about 71.4 billion USD at that date, above the reported 70 billion USD circulation. For holders, that points to continued attention on reserve coverage and redemption capacity; for Circle, changes in supply can affect reserve-related interest income.

Separately, ACI Worldwide and Circle announced a Colombian pilot for integrating USDC settlement with ACI Connetic and the Bre-B instant-payments infrastructure. The initiative is designed to test how stablecoin settlement can operate alongside established banking and payment rails.

Investors tracking the USDC price should therefore distinguish between the token's stable value objective and the broader commercial questions around circulation, reserves, regulation and payment adoption. Further coverage is available on the USDC topic page.
