- Port of Tauranga says the Stella Passage project is needed to ease capacity constraints at its container terminal.
- The port continues dredging and automation work while appeals and judicial reviews challenge the project consent.
- Management expects underlying net profit after tax of NZD 160 million to NZD 170 million for fiscal 2027.
Port of Tauranga is pressing for progress on its Stella Passage expansion after the company said delays could weigh on New Zealand's economic growth. Board chair Julia Hoare made the comments at the annual meeting in Tauranga on Thursday, October 29, according to BusinessDesk.
Capacity project under challenge
Hoare said the container terminal was essentially at capacity and that shipping lines were seeking to increase business or introduce new services through Tauranga. The Stella Passage plan includes a 385-metre extension of the Sulphur Point container berth, a 315-metre extension of the Mount Maunganui wharves, land reclamation and dredging.
An expert panel granted consent under the Fast-track Approvals Act on September 7, subject to conditions. Iwi and hapu groups have since lodged two appeals and three judicial review applications, with the company expecting the High Court to set an urgent hearing date.
Investment and earnings outlook
Dredging has started to allow ships with drafts of up to 15.5 metres, while Port of Tauranga is testing electric automated stacking cranes for the terminal. The wider Stella Passage investment is the port's largest in more than 20 years, with a previously reported cost estimate of NZD 350 million to NZD 400 million.
The company reported underlying net profit of NZD 155.3 million for fiscal 2026, up 23 percent, despite lower trade volumes. Management forecast underlying net profit after tax of NZD 160 million to NZD 170 million for fiscal 2027, while noting risks from fuel prices, geopolitical tensions and trade policy.
Port operations and investor focus
Port of Tauranga operates container terminals, wharves, shipping-channel infrastructure and inland freight assets in New Zealand. Its strategy combines additional berth capacity, dredging, terminal automation and capital recycling from non-core property assets. The company's competitive position depends on attracting shipping services and handling export and import flows through its New Zealand logistics network.
