- Semirara's 50-year coal contract expires on July 14, 2027, while the replacement auction framework remains unfinished.
- Proposed asset-surrender and bidding rules have drawn objections from Semirara, mining companies and the Japanese Chamber of Commerce and Industry of the Philippines.
- The auction timetable points to qualification notices in December 2026 and a contract award in January 2027.
An analysis published by The Philippine Star on Thursday, November 5, said the future of Semirara Mining and Power's coal mine remains uncertain as the government prepares a replacement contract. The company's 50-year operating contract for the Semirara Island mine in Antique expires on July 14, 2027.
Auction rules remain unsettled
The Department of Energy plans to bid out a new contract, but the proposed framework has not been finalized. The rules would make the financial bid a key factor in selecting the winner and would require existing operators to surrender covered assets when their contracts expire.
Semirara Mining and Power, other mining companies and the Japanese Chamber of Commerce and Industry of the Philippines have objected to the proposed framework. They argue that the asset-surrender provisions and bidding structure could create regulatory uncertainty and weaken investor confidence.
The unresolved rules have delayed the auction. The Philippine Star cited a timetable calling for a notice of qualification on December 23, 2026, a notice of award on January 15, 2027, and contract signing on January 19, 2027. Those dates would leave a new operator limited time to prepare before the existing contract ends.
Supply continuity is the key risk
Semirara's mine supplies a substantial share of the Philippines' coal used in industry and power generation. The Philippine Star cited Department of Energy data showing that the company accounts for 95.4 percent of Philippine coal production, making a smooth transition important for domestic energy supply.
The report named Semirara Mining and Power and San Miguel Corp. as potential contenders, while Philippine National Oil Co. could also qualify. A new operator would face the challenge of taking over a complex mine without the incumbent's operating experience.
Integrated mining and power business
According to Semirara Mining and Power's investor-relations page, the company is the Philippines' largest coal producer and operates through subsidiaries that supply baseload power to the national grid. Its business combines coal mining with two coal-fired power plants, Sem-Calaca Power Corporation and Southwest Luzon Power Generation Corporation. The company is the incumbent operator in the auction at the center of the current dispute, while San Miguel Corp. and Philippine National Oil Co. are among the other names mentioned as possible contenders in the reported process.
