Arafura Rare Earths has updated the financial blueprint for its flagship Nolans project, and the bottom line is brighter despite cost pressures. Capital expenditure and operating expenses have both crept higher, but stronger pricing for rare earths and phosphoric acid has more than made up the difference. The result is a higher post-tax net present value, even if the internal rate of return has eased slightly. The revised figures give the project a firmer foundation as the company pushes toward construction.

The stock market, however, has been focused on the mechanics of getting there. Shares in the Australian rare earths developer changed hands at around €0.17 on Wednesday, good for a year-to-date gain of roughly 13%, but the recent trajectory tells a more cautious story. Over the past 30 days the equity has shed about 16%, touching €0.16 at one point. The longer view still shows a 55% advance over the past 12 months — context that gets lost in the noise of short-term moves.

The immediate pressure stems from the capital raising required to fund the A$1.23 billion Nolans project. Arafura is tapping the final equity tranche, with Australia’s National Reconstruction Fund and a German raw materials fund jointly committing A$350 million. That is a powerful vote of confidence from two sovereign-backed institutions, but new shares mean dilution, and dilution caps the share price until the overhang clears. A shareholder meeting scheduled for July will vote on the second tranche of that funding, leaving the outcome as the next major catalyst. Technical indicators suggest the selling may be nearing its limit: the relative strength index stands at 39.3, edging into oversold territory and implying the dilution fear is already largely priced in.

Should investors sell immediately? Or is it worth buying Arafura Rare Earths?

Beneath the surface, the ownership register is undergoing a telling shift. Passive index funds — including entities linked to State Street and Citigroup — have trimmed their positions. Filling the gap is strategic capital from Hancock Prospecting, the mining and resources group controlled by Gina Rinehart. Hancock has solidified its holding at around 17.5%. For an investor with deep experience in Australian mining to hold firm through annualised volatility of nearly 64% is a clear signal: the bet is on the operational phase of Nolans, not the next month’s share price.

On the regulatory front, the Northern Territory government in early June granted Nolans “Significant Project” status — the first project to receive that designation under new legislation designed to fast-track approvals. That step is a prerequisite for the planned September groundbreaking. Unlike many competitors, the Nolans mine is designed as a vertically integrated operation from ore to oxide, completely bypassing Chinese processing capacity. Offtake agreements are already signed with Hyundai, Kia and Siemens Gamesa, and Australia’s newly created strategic reserve for critical minerals will take 500 tonnes of neodymium-praseodymium oxide annually from Arafura.

The updated economics reinforce the message: even as building costs rise, the project remains commercially viable, and the geopolitical premium on secure, Western-aligned rare earth supply chains is becoming tangible. Whether that premium translates into a sustained re-rating of the stock depends on the July vote and the September spade in the ground. Until then, the shares will remain caught in the transition between financing mode and production reality — a phase that, for all its strategic promise, demands patience from shareholders.
