The teenager convicted of the 2024 Southport stabbings has been transferred from HMP Belmarsh to Broadmoor high-security psychiatric hospital, sparking allegations that he is attempting to manipulate the legal and healthcare systems. Axel Rudakubana, 19, was moved in late July 2026, just days before the second anniversary of the attack that killed three young girls and injured ten others. The relocation has prompted sharp criticism from legal representatives and prison officials, who question both the timing and the clinical basis for the move.
Allegations of System Manipulation
Chris Walker, a lawyer representing the families of the victims, described the transfer as an attempt by Rudakubana to exploit the system. Walker pointed out that there had been no previous evidence of a significant mental health disorder and suggested the timing was calculated, coming as the second anniversary of the attack approaches on July 29, 2026. He has called for an urgent meeting to discuss the development.
Mark Fairhurst, chairman of the Prison Officers' Association (POA), echoed these concerns, stating that the convict had "played the system." Minister Sally Jameson stated that the convict will be returned to a prison environment as soon as his condition allows. Officials clarified that the move is a clinical necessity and that Rudakubana will remain behind locked doors, with no change to the length of his sentence.
Financial Disparity and Security Concerns
The transfer to Broadmoor, the oldest high-security hospital in the UK, involves a significant increase in public spending. Maintaining a bed at the psychiatric facility is estimated to cost more than £300,000 per year. In contrast, the annual cost of housing an inmate at HMP Belmarsh is approximately £97,740, with some estimates for general prison beds as low as £60,000.
Security remains a primary concern following Rudakubana's conduct in prison. In May 2025, he allegedly attacked a prison officer with boiling water. His history also includes convictions for producing the toxin ricin and possessing an al-Qaida training manual. Records indicate he had previously received NHS mental health care between 2019 and 2023 and had been the subject of Prevent referrals after incidents involving a knife at school.
