A fierce political battle over Germany’s statutory health insurance (GKV) reform erupted in the Bundesrat this week, with Bavaria’s Health Minister Judith Gerlach demanding urgent changes. Her central complaint: the planned annual cuts of two billion euros in federal subsidies for non-insurance-related benefits are “fatal.” Even more explosive is the twelve-billion-euro financing hole for treating Bürgergeld (basic-income) recipients. “Without countermeasures, hospitals face a financial firestorm,” Gerlach warned. She is also pushing for a separate law to slash administrative red tape.

The GKV dispute unfolds against a backdrop of deepening personnel shortages across Germany’s care and education systems. Demographic projections now show the country will need 2.15 million nursing staff by 2049—and the expected shortfall could reach 690,000 positions. Already, roughly 40 percent of the nursing workforce comes from abroad, according to a fresh analysis of Destatis data. In city-states such as Berlin, the proportion is above 54 percent; Mecklenburg-Vorpommern records the lowest share, at about 20 percent. The top countries of origin: Syria, Ukraine and Turkey.

To maintain training quality amid the staffing crisis, regional associations are focusing on continuing education. At a recent event in Bad Gögging, Bavaria, instructors worked on designing learning tasks for practice supervisors.

Classroom instruction is also under threat. On Thursday, the Brandenburg education ministry conceded that regular teaching can no longer be guaranteed everywhere in the coming school year. The planned response includes adjusting timetables and creating 250 additional teacher posts. Whether that will be enough to secure nationwide recognition of qualifications remains an open question.

Insurance and Administration: Albis Assekuranzmakler GmbH, with nearly 500 employees, needs administrative officers in Hamburg. Berlin’s Senate Chancellery has advertised a permanent secretarial position with applications due by 3 July. The Mitte district office is hiring a head gardener for training, with a deadline of 9 July.
