Fire crews in Cologne carried out a dramatic rescue early Tuesday, pulling a family of four from a smoke-filled stairwell using escape hoods after flames blocked their exit. The building’s stairway was too narrow for a ladder truck. Just a day earlier, firefighters in Remscheid freed four people trapped in a blazing apartment. These close calls underscore a sobering finding from the TÜV Building Law Report 2026: across Germany, more than one in three inspected safety systems are seriously defective.

The TÜV-Verband analysis reveals that 35.9 percent of all building installations examined contained significant faults — a jump of nine percentage points compared to 2024. Only 26.9 percent of the systems were completely flawless.

Ventilation systems top the failure list with a defect rate of 44.2 percent, closely followed by fire-extinguishing systems at 40.6 percent. Emergency power supplies (35.2 percent) and safety lighting (35.0 percent) also show severe problems. The TÜV-Verband is calling for stricter inspections and more frequent maintenance.

German workplace regulations set clear standards for escape routes. The Arbeitsstättenverordnung (ArbStättV §4 Abs.4), along with the Technical Rules for Workplaces (ASR A2.3 and A1.3) and the standard DIN EN ISO 7010, define how pathways must be designed. Minimum height is 2.0 metres. Width requirements are graded: 0.9 metres for up to five people, 1.0 metre for up to twenty, and 1.2 metres for up to 200. The maximum travel distance is 35 metres.

In practice, the most common violations include photocopiers blocking corridors, stacked pallets in warehouse aisles, and shoe racks cluttering stairwells. The consequences can be severe: fines, criminal investigations, and significantly reduced insurance payouts.

Many public and private facilities are now upgrading their safety equipment. Early June saw fire doors and an escape ladder installed at an elementary school in Fornsbach, with further measures planned for the summer holidays of 2026. On the technology front, a new non-flammable, water-resistant façade membrane (DELTA-FASSADE FIREPROTECT A2) was introduced in the same month. Hospitals are also experimenting with blue emergency exit signs — pictograms that designate barrier-free escape routes for people with disabilities.

A special hazard lurks in buildings constructed before 1989: fire dampers that often contain asbestos, a known carcinogen. Only specialised contractors can safely inspect and remediate such components, as exposure during maintenance or a fire itself poses serious health risks.

The demand for expertise is rising.
