German University Restructures Leadership as Research and Sustainability Take Centre Stage

Prof. Dr. Martina Wanner will step into a dual leadership role at the Baden-Württemberg Cooperative State University (DHBW) in Villingen-Schwenningen on 1 July 2026, marking a significant reorganisation of the institution’s top management.
The local university council elected Wanner unanimously as vice-rector and head of the social sciences department. In the rectorate, she will take charge of research, sustainability and library services — portfolios that the university has identified as strategic priorities for the future.
The restructuring comes as DHBW faces mounting pressure to sharpen its competitive edge and strengthen its international profile. By merging departmental leadership with central university management, the institution aims to create tighter coordination between academic programmes and institutional strategy.
Wanner has been a professor at DHBW since 2012. Before that, she led two degree programmes in social work and built experience in academic self-governance. Her new appointment reflects a broader trend across German higher education: fusing subject-area expertise with executive responsibility.
The leadership change in Villingen-Schwenningen mirrors a wave of personnel shifts in Germany’s public sector. At the federal level, Chancellor Friedrich Merz recently reshuffled his cabinet. Nina Warken became the first woman to head the Federal Chancellery, while Carsten Linnemann took over the health ministry.
Even German football’s governing body, the DFB, is not immune to the shake-up. Per Mertesacker is set to become managing director of sport on 1 January 2027.
