Germany’s July 2026 Overhaul: Pensions, Care Wages, and a Harder Social Safety Net

A sweeping bundle of legislative changes takes effect across Germany starting this July, touching everything from pension increases and minimum wage rises for caregivers to stricter rules for welfare recipients and new import duties on online shopping. The adjustments affect roughly 21 million pensioners, hundreds of thousands of care workers, and millions of households receiving state support.
Pension boost arrives July 1
Old-age payments climb by 4.24% before deductions. The single pension point value will be standardised at €42.52. For a standard earner with 45 contribution years, that means a gross monthly increase of €77.85. After mandatory health and long-term care insurance contributions, the net gain settles at around 3.7%. Someone drawing a €1,000 pension gets roughly €37 more net; at €2,000 the net uplift is about €74. Payments are disbursed either at the end of June or end of July, depending on when the pension originally started.
Tax burden expands alongside allowances
Anyone retiring in 2026 will have to include 84% of their pension in taxable income. The basic personal allowance for single filers this year stands at €12,348; for married couples filing jointly it rises to €24,696. Survivors’ pensions are also affected, with the allowance for bereaved recipients lifted to €1,122.53 net.
Care sector sees wage floor rise
Minimum wages for care personnel are raised in several steps. From July, basic care assistants earn at least €16.52 per hour; skilled assistants get €17.80. Fully qualified care staff must be paid no less than €21.03 per hour. A further adjustment is already scheduled for mid-2027.
Citizen’s benefit replaced, sanctions tightened
The “Bürgergeld” system is discontinued and supplanted by a new basic income support scheme with sharper rules. The previous “waiting period” during which assets are protected is scrapped. Penalties for non-compliance with obligations are stiffened. Protected asset thresholds now depend on age: recipients under 30 can keep up to €5,000, while those over 50 are allowed up to €20,000. The exemption limit for attachment of wages (Pfändungsfreigrenze) for single individuals rises to roughly €1,590 net.
Tax-filing deadline approaches; new app available
The deadline for submitting the 2025 tax return falls on 31 July 2026. Anyone using a tax adviser or a wage tax assistance association has until spring 2027. Around 11.5 million people — predominantly single childless employees and pensioners — can from July use the “MeinElster+” mobile application, which is designed to simplify the digital submission process.
Air travel tax cut
The German aviation tax is reduced. Depending on flight distance, passengers save between €2.50 and €11.40 per ticket. Short-haul flights now incur a tax of €13.03, medium-haul routes €33.01, and long-haul journeys €59.43.
Online shopping: flat-rate duty on small imports
Goods ordered from non-EU countries face new customs rules. For consignments worth less than €150, a flat duty of €3 applies per product category. At the same time, the temporary fuel discount ends.
Commercial trading of penalty points banned
Buying and selling Flensburg driving-license points as a business is now illegal. Violators risk fines of up to €30,000.
Other July changes
Entry to Cologne Cathedral is set at a fixed €12. Wolf hunting is made easier: the permitted shooting period runs from 1 July to 31 October. E-cigarettes must be taken back by retailers. In the retail sector, new labelling requirements for fragrances take effect until the end of July, alongside a newly established right to repair.
