The Ohio Environmental Protection Agency has accepted Graphite One’s application for an air permit as complete, formally launching the technical review of the company’s planned battery materials plant in Conneaut. The July 16 milestone is the latest regulatory checkpoint for the project, which aims to produce synthetic anode material for the North American electric-vehicle supply chain. Yet the market’s response has been anything but enthusiastic.

Shares of Graphite One (OTCQX:GPHOF) slipped roughly six percent on the day of the announcement before staging a modest recovery. By Friday the stock had clawed back to €0.5090, a daily gain of 6.93%, but that barely dented the broader damage. The equity remains 59.44% lower since the start of the year and 68.09% below the 52-week high of €1.59 set on January 28, 2026. Thursday’s close of €0.4760 sat just 12.80% above the 52-week trough, and the Relative Strength Index of 23.6 signals deeply oversold conditions.

The Conneaut facility is designed to operate in two phases. Initial capacity of 10,000 tonnes of synthetic anode material per year will be followed by an expansion to 25,000 tonnes, with first production pencilled in for the fourth quarter of 2027. Parallel to the Ohio push, Graphite One continues advancing its Graphite Creek natural-graphite project in Alaska, where an environmental review is under way and a 2029 production target stands. The two assets form the backbone of a strategy to build a vertically integrated U.S. graphite supply chain, weaning the country off Chinese imports. According to S&P Global, North American graphite demand is expected to rocket from 56,000 tonnes in 2023 to more than 620,000 tonnes by 2030.

Investors, however, appear reluctant to bid up a stock that remains firmly in pre?revenue territory. The long permitting runway for the Conneaut plant, the lack of a definitive financing decision, and the still?distant production timelines for both facilities have kept sentiment subdued. Compounding the caution is a volatile graphite market: some producers, such as Total Graphite in Madagascar, have paused operations to focus on their Mozambique project, while others face weak demand for natural flake.

The regulatory progress in Ohio also comes against a mixed backdrop in the state itself. The Mid?Ohio Regional Planning Commission has issued air-quality warnings for a fourth consecutive day because of smoke drifting from Canadian wildfires, and a separate legal battle over a data centre in Ashville — where residents are fighting a development agreement with EdgeConneX — underscores the broader permitting tensions in the region.

For Graphite One, the technical review by the Ohio EPA is a necessary step before construction can begin, but it does not guarantee a swift path to production. The stock’s annualised volatility of over 58 percent suggests that swings will persist until the company crosses a genuinely transformative milestone — be it a financing commitment, a final permit, or the start of site preparation. Until then, each regulatory step forward will be noted, but not necessarily rewarded.
