Mental Ill-Health Drives 42% of German Incapacity Pensions as Inclusion Reform Faces Bipartisan Criticism

Mental disorders now account for 42 percent of all disability pensions awarded in Germany, according to figures presented at the 11th Prevention Forum in Berlin on June 24, 2026. The same event revealed that mental health issues caused 16.7 percent of all sick-leave days in 2024. Experts at the forum pointed to digitalisation as a double-edged sword: it creates new stress factors but also opens possibilities for relief.

The alarming data comes as a long-awaited overhaul of Germany’s Disability Equality Act (BGG) ran into fierce opposition from advocacy groups during a public hearing on the same day. Critics say the draft law, which would extend the ban on discrimination to private service providers for the first time, contains too many exemptions for businesses. The obligation to provide “reasonable accommodations” remains case-by-case, with no enforceable building-accessibility requirements.

SPD lawmaker Heike Heubach stressed in a statement that “inclusion must be a cross-cutting issue” affecting not only the labour market but also construction, healthcare and disaster preparedness. Business associations, meanwhile, warned that stricter rules would impose excessive costs.

To counter the threat of funding cuts in the federal integration assistance programme, regional networks are stepping up. In Landshut, disability officer Linda Pilz and Bundestag member Marlene Schönberger held joint information sessions on the reform and the risk of reduced support for disabled people. In Middle Franconia, the local integration service (Integrationsfachdienst) has joined the BVMW business network to plan an inclusive job fair.

Practical cooperation models are already delivering results. A partnership between textile company HAKRO and the Weckelweiler Workshops in Schrozberg began in 2017 as an external work group; it expanded in early March 2026, now allowing up to 12 people with disabilities to work daily at the factory site. In the state of Hesse, the ten-year-old “Wirtschaft integriert” programme reports high placement rates and rising productivity among participants.

The debate is also alive in Switzerland. The Second Zug Inclusive Landsgemeinde, held on June 23 under the motto “Arbeit im Fokus”, featured direct democratic deliberation on workplace inclusion.

Looking ahead, the German Social Accident Insurance (DGUV) is pursuing a long-term strategy called “UN-BRK 2035”. Dr. Stephan Fasshauer emphasised last spring that barrier-free access is a fundamental condition for participation. A conference chaired by Labour Minister Karl-Josef Laumann in Essen at the end of June will examine how artificial intelligence can act as a driver for a more inclusive working world.
