Nebius shares plunged 17% after Meta reportedly eyes cloud market, but the EU's Cloud and AI Development Act and Nvidia backing may fuel a recovery.

Europe’s push for digital self-reliance arrived too late to shield Nebius from one of its worst single-day routs this year, but it may yet provide the foundation for the next leg of its rally. Just weeks after the EU Commission enacted the Cloud and AI Development Act in June 2026 — a sweeping law aimed at tripling the bloc’s data-centre capacity and slashing reliance on foreign cloud giants — the Amsterdam-based infrastructure provider was blindsided by a Bloomberg report that Meta Platforms is eyeing the cloud market. The stock crashed by more than 17% on July 1, wiping billions in market value in hours.

The sell-off reflected a stark vulnerability: Meta is one of Nebius’s marquee customers, and the prospect of a client turning into a direct competitor spooked investors. By Friday, the shares had steadied at €194.00, gaining 2.79% on the day, but the weekly damage stood at minus 8.32% and the monthly slide at 10.62%. The YTD advance remains eye-catching — up 153.59% — yet the trajectory has clearly lost momentum since hitting a recent high that now sits roughly 25% above the current price.

Beneath the price action, the business fundamentals tell a more nuanced story. Nebius’s reported net profit was largely inflated by a non-cash revaluation of its stake in the database company ClickHouse. Strip that out, and the adjusted net loss actually widened, underscoring that the core cloud operation remains loss-making despite robust revenue growth. Analysts have lifted their price targets on the back of a strong first quarter and mounting GPU demand, but several houses have sounded a cautious note, citing a rich valuation. The 50-day moving average sits at €190.42 — the stock is hugging that level — while the relative strength index of 44.8 points to a neutral but slightly bruised sentiment.

Should investors sell immediately? Or is it worth buying Nebius?

What buoyed Nebius long before the Meta scare was a strategic ace: Nvidia holds a direct stake in the company, securing preferential access to the graphics processors that form the bottleneck for AI expansion globally. With hyperscalers such as Meta and Microsoft already on Nebius’s client list, and global AI infrastructure spending projected to exceed $600 billion this year — roughly three-quarters of it poured into hardware — the supply chain advantage is critical. Nebius is also pushing ahead with massive AI data-centre projects in Finland and Missouri, positioning itself squarely inside Europe’s new regulatory framework.

The EU Cloud and AI Development Act, adopted in June, demands a minimum tripling of the region’s data-centre capacity within a few years while imposing strict security protocols for sensitive government data and making it easier for customers to switch providers. For a company that runs its global operations from Amsterdam, the law is a direct tailwind. Nebius has also bolstered its platform with acquisitions such as Tavily and Eigen AI, pitching itself as a one-stop shop from model development to deployment.

That long-term opportunity, however, coexists with extreme near-term volatility. The annualised swing in Nebius’s share price stands at a hair-raising 105%, and the market capitalisation of around €48 billion means every headline carries outsized weight. The RSI of 44.8 suggests the stock has not yet tipped into oversold territory, even after the recent retreat.

Investors now face a binary outlook. The immediate catalyst is the Meta narrative: will the rumour harden into a concrete competitive threat, or will Nebius’s contract wins and hyperscaler deals continue to underpin the bull case? On the other side stands the regulatory revolution in Brussels. The real test comes in the coming months, when management must demonstrate how quickly it can convert the EU’s new cloud ambitions into market share and deliver tangible operational progress at its European data centres. For a stock that has already tripled this year, the next move may well depend on which of these two forces — Meta’s shadow or Brussels’s reboot — wins the narrative.
