The regulatory catalyst landed first. The US government restricted access to OpenAI’s GPT-5.6 model, codenamed “Sol,” and Anthropic’s “Mythos 5” to roughly 20 approved partners. The decision followed high scores on cybersecurity benchmarks that alarmed officials. For enterprise software vendors like ServiceNow, the move reads as a protective moat: the most advanced, unvetted AI models cannot yet flood the market and undercut established platforms that own the enterprise workflow layer. The market interpreted the restriction as a temporary shield for ServiceNow’s “platform-of-record” status.

The second catalyst came on June 25, when ServiceNow expanded its AI partnership with Google and HCLTech. Critics point out that Friday’s rally was driven by external forces – a regulatory curtain and a partnership announcement – not by operational execution. The structural threat from AI-native tools has been deferred, not eliminated. Coordinated AI agents that can plan and reason may eventually reduce the headcount of the very employees who rely on ServiceNow’s license-based model. If the US Commerce Department widens the partner list for GPT-5.6 faster than expected, the regulatory shield vanishes and the stock could spiral back into its year-long downtrend.

ServiceNow also faces its own operational risks. On June 5, attackers exploited a security vulnerability to gain unauthorized access to a subset of customer instances. The company patched the flaw and notified affected clients, but the incident underscores the vulnerability of enterprise software to breaches. Meanwhile, the company is cutting jobs, citing internal AI efficiency gains – a move that could lower costs but also signals that the business model is shifting faster than anticipated.
