Skilled Electrician Drought Forces German Firms to Rethink Safety Compliance Costs

The cost of mandatory electrical safety inspections is climbing across Germany, driven not by new equipment or materials but by a simple reality: there aren’t enough qualified electricians to do the work. And the squeeze is about to get tighter.

Trainee pay is also going up. In network technology, apprentice compensation is forecast to hit between €1,386 and €1,688 per month in 2027. Every euro added to a technician’s paycheck feeds directly into the price tag of a safety certificate.

New regulatory deadlines land on 1 July
The legal pressure is not easing. Since January 2026, medical facilities have been bound by the IT security directive under Section 390 of the German Social Code V (SGB V). Now, from 1 July, fleets operating vehicles above 2.5 tonnes must comply with fresh obligations covering tachographs and documentation.
For healthcare providers, another deadline looms: RSA certificates for electronic health professional cards expire on 30 June. From 1 July, only ECC certificates will be accepted.
Smaller businesses can turn to the Employer’s Liability Insurance Association for Wood and Metal (BGHM), which offers free basic seminars on these new rules. The first session starts in early July in Saarbrücken, with further dates in August, September, and December. Attendance is mandatory for those who need to meet the requirements independently.
Handwerk scrambles to fill the pipeline
While regulation multiplies, the talent pipeline remains thin. Deutsche Bahn plans to hire around 5,200 apprentices and dual-study students in 2026, with electronics engineers listed as a priority occupation – and places still open.
