Arafura Rare Earths Names Angela Bigg as CFO, Confirms Nolans Construction Funding is Locked In

Arafura Rare Earths confirmed at the Diggers & Dealers Mining Forum that the Nolans project is now fully funded, with roughly US$1.6 billion in project financing secured and construction slated to begin next month.
Shares slipped 3.7 percent to EUR 0.1317 in Friday trading, extending a pattern where operational milestones have struggled to translate into share price momentum. The stock now sits 58 percent below its 52-week high of EUR 0.3100, reached on 13 October.
A Funding Stack Built Over Several Months
The road to full financing ran through a series of equity raises completed in July. A placement brought in approximately A$350 million through the issuance of 675,126,287 ordinary shares at A$0.26 apiece. A follow-on Regulation S placement added another A$11.54 million, with 44,399,883 shares issued at the same price. Arafura subsequently applied for ASX listing of that second tranche, which carried a 13 July issue date.
The company's balance sheet reflects the cumulative effect of these measures. At the close of the June quarter, Arafura held A$723 million in cash and term deposits, up from A$561 million at the end of the prior quarter.
An extraordinary general meeting in Perth on 2 July approved share issuances to Export Finance Australia and KfW, along with potential convertible notes to the National Reconstruction Fund Corporation.

Five Offtake Deals and a Regulatory Tailwind
Beyond the capital raises, Arafura has secured five binding offtake agreements, including arrangements with Traxys North America and an Indian consortium. The Nolans project also carries "Significant Project" status in the Northern Territory, a designation that brings regulatory support to the development.
Management's view is that the combination of committed offtake volumes and locked-in capital has cleared the decisive hurdles. The company's June quarter report had already indicated that Nolans had entered the construction phase, and the share price rose following that announcement, according to market reports.
A Changing of the Guard in the Finance Department
Alongside the financing news, Arafura announced a leadership transition in its finance function. Peter Sherrington, the long-serving CFO, is departing, with Angela Bigg stepping into the role. The handover extends through 31 October 2026, a timeline designed to preserve continuity during what is shaping up to be a critical construction window for the company.
The Dilution Conundrum
The disconnect between project progress and share price performance is largely a function of the equity raises themselves. While the capital injections secure Nolans' future, they have also swollen the share count considerably, weighing on the stock even as the underlying enterprise value rises.
Over the past seven days, the shares are nonetheless up 7.2 percent, though they remain 13 percent lower year-to-date. The gap from the October high now stands at 57 percent.
For investors, the near-term focus narrows to two questions: whether the promised September construction start materialises on schedule, and whether the five offtake agreements deliver the anticipated revenue once production comes online. The trajectory of rare earth prices will also play a determining role in whether the operational progress eventually shows up in the share price.
