D-Wave Quantum's Bookings Surge 1,120% While Legal Clouds and R&D Costs Keep the Stock Under Pressure

Together with Florida Atlantic University, the quantum computing company is building a regional consortium focused on quantum cybersecurity, backed by a NIST grant of more than $200,000 through the RAMPS program. An Advantage2 annealing system with over 4,400 qubits is slated to be installed on the university's Boca Raton campus.
The project is one of nine selected initiatives across eight U.S. states, all aimed at shielding critical energy infrastructure from cyber threats. Alongside the university and D-Wave, the group includes InfraGard South Florida and regional school districts. Hands-on teaching modules and training programs are planned to prepare the next generation of specialists for working with quantum technologies.
Commercial Traction Builds on Several Fronts
The consortium news lands alongside a striking operational datapoint: D-Wave recorded firm bookings of $35.5 million in the first half of the year, a jump of 1,120% compared with the same period a year earlier. Production-ready applications accounted for 37.3% of revenue in the company's cloud-based quantum services segment.
Government support is adding further ballast. On September 8, D-Wave reached a definitive agreement with the U.S. Department of Commerce for access to up to $100 million under the CHIPS and Science Act. Customer-side momentum is broadening as well — AT&T reported progress on July 27 in joint projects that have noticeably cut computing times for complex network optimizations.
Partnerships continue to accumulate. Roughly two weeks ago, D-Wave agreed to collaborate with CGI to embed the Advantage2 system and hybrid solvers into service offerings. A joint fund with the Supply Chain Management Research Center at the University of Arkansas is also backing projects in logistics optimization.

Dual-Architecture Bet Strains the Balance Sheet
Running in parallel with the established annealing platform, D-Wave is pushing ahead on universal gate-model systems. A beta program for a corresponding quantum simulator is underway with selected institutions, including the Jülich Supercomputing Centre and Spanish banking group BBVA. The underlying dual-rail architecture was the subject of an August 5 publication in the journal Nature describing advances in quantum error correction.
Developing two fundamentally different architectures at once, however, ties up substantial liquid resources. With meaningful revenue contributions from the new simulator unlikely in the near term, the heavy research burden carries financial risk.
Legal Scrutiny Compounds the Pressure
The company's legal flank is adding to the uncertainty. Law firm Kessler Topaz Meltzer & Check LLP has opened an investigation into possible securities law violations, prompted by the August 2026 business figures and the resignation of the chief financial officer. Pomerantz LLP is separately reviewing claims on behalf of investors.
When personnel upheaval in the finance function coincides with regulatory scrutiny, investors tend to pull back — and the market's reaction has been telling. The shares have shed 38% since the start of the year, changing hands at €14.04 in today's session, and sit 65% below their 52-week high. Management now faces the dual task of restoring transparency while keeping the technology roadmap on track.
What Would Change the Narrative
Strategically, the pieces are falling into place: academic partnerships, government funding, and pilot programs with blue-chip names. Operationally, though, many of these arrangements remain in testing phases. Until they translate into broad commercial demand, such collaborations read more like statements of intent than booked business.
The decisive question for a sustained turnaround is whether the technological cooperations eventually convert into wider commercial orders. Until the legal overhang is cleared and durable revenue is on the table, the case for a rapid reversal looks thin.
