Deutsche Telekom Wins Seven-Million-Home Fiber Mandate as T-Systems Lands Government AI Contract

Deutsche Telekom's infrastructure ambitions are firing on two fronts, with the Bonn-based carrier simultaneously securing a sweeping fiber mandate from Germany's housing industry and a federal contract for its IT services arm.
The company disclosed Tuesday that residential property operators have tasked it with delivering fiber-to-the-home connections across seven million apartments in multi-dwelling buildings. To fund that push, Telekom earmarked an additional EUR 800 million of investment over the next three years.
The order lands alongside steady progress in Munich, where Telekom, municipal utility Stadtwerke München and regional provider M-net reported that tens of thousands of residential and commercial units have already been hooked up to pure FTTH lines in recent months. Five further build-out clusters in the Bavarian capital are slated to begin on January 1, 2027. The tie-up reflects the DAX group's broader strategy of sharing the cost of expensive fiber rollouts through partnerships.
Network Additions and a Government Win
Telekom has also been rounding out its network footprint through acquisitions. Earlier this month it struck an asset deal to take over the fiber networks of ruhrfibre Essen and Metrofibre, bringing roughly 87,000 additional households into its reach.

On the public-sector side, the federal government has commissioned Telekom subsidiary T-Systems to design and build a prototype AI platform for government agencies, drawn down through existing framework agreements. Testing will begin in six cities — Dortmund, Dresden, Erfurt, Hamburg, Nuremberg and Wiesbaden — covering services tied to family affairs, housing, social welfare and business formation. Documents put the cost of consulting and steering work in this initial phase at a maximum of about EUR 1.16 million net. Capgemini and KPMG are also involved, with the Federal Office for Information Security overseeing implementation. A trial operation of up to twelve months is planned to follow.
Capital Discipline in Focus
Management used Monday's investor day to reaffirm its medium-term financial targets. By 2030, Telekom aims to strip out roughly EUR 2.5 billion in indirect costs versus 2023 through artificial intelligence and automation, while AI-related revenue outside the US is projected to reach about EUR 800 million by the end of the decade. That compares with an anticipated EUR 250 million this year.
Goldman Sachs trimmed its price target on the stock to EUR 38 from EUR 40 on Monday, keeping a "Buy" rating. The bank flagged the raised savings goals as a positive, noting that successful execution could open the door to higher estimates. UBS, for its part, sees operational headroom for a gradual expansion of the group's own data centers.
Telekom is also pushing back against speculation that new technology waves will inflate network spending. According to the company, rising mobile data traffic will not require special investment in capacity in the medium term. Incoming CFO Dhananjay Mirchandani, who takes office on May 1, 2027, pointed to the scheduled modernization of existing antenna sites. The group expects its capex ratio — excluding the US business and spectrum outlays — to sit at 21% of service revenue in 2027, slightly above current levels because of ongoing German infrastructure projects. By 2027, Telekom also plans to swap antenna technology at 3,000 German sites to Nokia's Open-RAN systems.
Market Reaction Muted
The shares have been treading water. Telekom closed Wednesday's session at EUR 26.93, up 1.8%, while Thursday's trading saw the stock hover at EUR 26.92, essentially flat with a marginal decline of 0.04%. The equity sits 22% below its 52-week high of EUR 34.35. After recent months of price weakness, market participants are looking for evidence of disciplined capital deployment and profitable digitalization revenue — and the new public-administration contract offers one concrete building block.
Investors will get a fuller read on operations in a few weeks, when Telekom publishes third-quarter 2026 results on November 5. Beyond progress on integrating the infrastructure orders, attention is likely to center on whether the promised efficiency gains are already showing up in margins.
