Deutsche Telekom Wires Up Cloudflare Deal as Fiber Network Reaches 14.1 Million Homes

Deutsche Telekom is pressing ahead on two fronts at once — deepening its enterprise security offering through a new US partnership while continuing to expand the physical network that underpins its broadband business.
The Bonn-based carrier and Cloudflare unveiled a strategic cooperation on Wednesday centered on directly interconnecting their networks and building a joint portfolio for European corporate customers. By cutting out intermediary transit providers, the two partners expect to deliver better connection quality and improved resilience in data traffic. Cloudflare had publicly flagged bottlenecks back in 2023 when Deutsche Telekom customers tried to reach its services, and the direct link is designed to reduce those waypoints and shorten transmission latency. Technical and commercial terms of the rollout, however, are not yet fully settled — neither company has disclosed the exact interconnection points or the volume of data to be carried, and a classic settlement-free peering arrangement has not been explicitly confirmed.
The tie-up reaches well beyond raw network connectivity. Deutsche Telekom will fold Cloudflare's security and connectivity solutions into its own business-customer offering, with enterprise arm T-Systems handling consulting, technical integration and ongoing managed services. The scope also covers security concepts for cloud and AI applications, measures to bolster European companies' digital sovereignty, and the use of post-quantum cryptography to guard against future decryption methods.
Fiber and Mobile Buildout Continues
On the infrastructure side, the group reported 222,000 additional fiber connections for August, bringing the total number of households and businesses able to access fiber tariffs at speeds of up to 2,000 Mbit/s to 14.1 million. Mobile expansion moved in parallel: 115 new mobile sites went into service during the month, capacity was upgraded at 401 existing locations, and the 30,000th Cell Site Gateway was installed — hardware that supports site connections at transmission rates of up to 10 Gbit/s.

Roughly half of the company's own mobile sites have now been modernized, according to the group, and more than 80% of antenna locations have a direct fiber connection. Those steady investments form the backbone of the broadband business, though they are weighed continuously against costs and competitive pressure in the German home market.
Analyst Stance and Brussels Signals
Bernstein Research analyst Ulrich Rathe kept Deutsche Telekom at "Market-Perform" with a price target of EUR 28.10, a day after the same house had downgraded the stock from "Outperform" and cut its target sharply, citing competition in German fixed-line and uncertainties around T-Mobile US. Rathe pointed to recent developments in Brussels as a supporting factor: EU member states have removed the European Commission's proposed fixed 36-month timeline for swapping out components from so-called high-risk vendors from their draft, according to Reuters. Transition periods would instead be aligned more flexibly with risk situations, lifecycles and alternatives. The measure is not yet law, but it could ease regulatory pressure on operators like Deutsche Telekom to replace equipment from manufacturers such as Huawei.
New Tariffs and Sales Formats
Beyond the network itself, the DAX-listed group is gradually widening its sales and tariff lineup. It launched three green electricity tariffs together with provider Rabot Energy, bookable through its own customer service app, with the partner handling supply and customer service. On the ground, the company plans to establish 50 flexible stationary sales formats nationwide starting next year, supplementing its distribution through smaller branches and pop-up concepts.
Market Reaction Muted
Investor response to the Cloudflare announcement was subdued. Against a weaker broader European telecom sector, Deutsche Telekom shares closed Wednesday down 1.1% at EUR 26.11, following a reassessment by analysts about a week earlier that had already weighed on the stock. In Thursday trading the shares stood at EUR 26.03, a modest decline of 0.3%, leaving the stock 24% below its 52-week high of EUR 34.35.
