Now, key elements of those national rules are being adopted at the European level — a development welcomed by officials in Bern. Hostettler, director of the Swiss Federal Office of Transport (BAV), called the agreement a victory for rail safety. However, questions over liability for the increased inspection burden and for the original accident remain unresolved.
The Swiss National Safety Authority (NSA) had already issued a warning in March 2024 about specific wheel types — BA390, Db-004sa, and RI 025 — based on preliminary findings from the Gotthard investigation. Reports from the European Union Agency for Railways (ERA) and the JNS network later highlighted another problem: on the day of the crash, control room staff lacked the tools to interpret the anomalies they were seeing. Implementation Timeline and New Detection Technology
The rollout follows a fixed schedule. A detailed implementation plan must be submitted by October 7, 2026. The new inspection system goes live on July 1, 2027, with all affected checks completed by the end of that year.
