On the same day, Wirral Council was fined following an incident at the Dale Farm site in Heswall, where an employee sustained serious injuries after falling from a stepladder. The worker suffered a fractured collarbone and broken ribs.

The HSE's investigation into the local authority found that staff had not received adequate training, and unsafe ladders remained accessible for use on the site. Wirral Council pleaded guilty to breaching Section 2(1) of the Health and Safety at Work etc. Act 1974 — the duty of care employers owe to their employees. The court also dealt with a significant fine for Oldham Business and Construction Management Limited. On August 11, the firm was ordered to pay £30,000 plus £4,883 in costs following an incident in June 2024, when a 25-year-old bricklayer fell through a collapsing floor at a site in Oldham.

The worker was hospitalised for a month with fractures to his leg, hip, and hand. HSE inspectors found that the floor had been overloaded and was not constructed according to its design. Further failings at the site included unsafe scaffolding and a lack of fire alarms.
