Man Jailed for Scissors Attack on Care Worker in Rugeley

A 28-year-old man has been detained under a hospital order after stabbing a care worker in the chest with a pair of scissors at a facility in Staffordshire. The attack left the victim with a collapsed lung and two days of hospital treatment, and she was unable to return to work for six weeks.
Daniel Smith pleaded guilty to wounding with intent following the incident at The Gables on Anson Street in Rugeley on June 11, 2025. The court heard that Smith had been diagnosed with schizophrenia and imposed a Section 37 and 41 Hospital Order, which allows for detention in a secure psychiatric facility.
The case highlights a growing problem of violence against care sector employees across the UK, with recent figures showing hundreds of assaults on social care staff in Wales alone.
Assaults on Social Care Staff on the Rise
Local government records in Pembrokeshire show that 213 assaults were recorded against social care staff between April 1, 2023, and July 21, 2026. The overwhelming majority — 210 — were classified as physical assaults.
Children's social care services bore the brunt of the violence, accounting for 191 of the recorded incidents, while adult social care saw 22 reports. The figures involve 107 individual social workers and support staff.
The annual frequency has fluctuated sharply in recent years. There were 17 assaults recorded in 2023, rising to 88 in 2024, before falling to 55 in 2025 and 53 in the first seven months of 2026. Some incidents escalated to police reports, threats to staff homes and criminal damage.

The issue extends beyond UK borders. In the United States, Oregon OSHA is seeking public input until August 31, 2026, on a proposed rule to protect healthcare workers in hospitals, home health and hospice settings. The regulation would require security assessments, prevention programmes and annual training, with adoption expected in October 2026 and enforcement beginning in early 2027.
