Nebius shares fell 12% on Friday, caught in a wider retreat across neocloud and AI infrastructure names as rising interest-rate expectations and mounting financing concerns weighed on the sector. Reuters had already tied earlier losses in the space to those pressures, and on Wednesday the news agency named Nebius among the companies affected. The trigger, in other words, came from the industry backdrop rather than from any fresh negative disclosure by the company itself — a distinction that matters on both sides of the argument.

That same day, Nebius announced an expansion of its collaboration with NVIDIA, with the Nebius Academy and the chipmaker teaming up on hands-on AI training. The program includes courses on the Nebius Academy platform and workshops that draw on Nebius infrastructure, with a session on the fundamentals of AI models and their applications scheduled for Tuesday at NVIDIA GTC Berlin. It is a tangible operational signal: the company is putting its infrastructure into a concrete application context for developers, which is more grounded than a general aspiration to profit from AI growth. What it is not is a financing event, nor evidence that additional data-center capacity can be built economically — and no specific revenue contribution can be derived from it.

Ambition on Paper, Conditions in the Fine Print

The same nuance applies to the letter of intent with Dutch data-center developer VOLT. Nebius intends to take a "substantial share" of a planned 600 MW AI campus at Rotterdam's Maasvlakte, according to media reports. Construction remains subject to permits and financing. For the first phase, 200 MW and an estimated investment volume of EUR 7 billion have been cited, with binding contract terms still outstanding. That investment figure describes the campus project, not a committed financing by Nebius — the gap between an expansion plan and a binding obligation is precisely where investors should be looking.

Should investors sell immediately? Or is it worth buying Nebius?

Customer momentum offers a counterweight. Gary Tierney, the company's EMEA general manager, said on Thursday that Nebius had signed agreements with several young British AI labs, though he did not name the labs or disclose the contract terms. The deals are a concrete indication of demand; they say nothing about their financial contribution. Customer interest and the economic scope of a contract remain two different measures.

A Bullish Call and a Long-Range Warning

Rosenblatt Securities added an optimistic pole on October 7, initiating coverage of Nebius with a Buy rating and a $304 price target. That is an analyst forecast, not proof that the financing risks have been resolved. On the other side sits a long-term warning from Gartner: more than 80% of neocloud providers could lose their independence by 2030. The projection is not a specific forecast for Nebius — it describes an industry risk and should not be equated with a settled outcome for the company. Taken together with rate worries, though, it explains why the funding perspective has moved to the foreground for investors.

Higher rate expectations sharpen the question of under what conditions further infrastructure can be financed, without yet answering it for Nebius. Difficulties at a competitor such as CoreWeave cannot simply be projected onto Nebius, just as a share-price decline should not be dismissed as meaningless simply because its trigger lay outside the company. What shifts is the valuation yardstick: the prospect of additional demand is no longer enough on its own.

The bottom line is that Nebius is neither refuted by the sector selloff nor decoupled from its risks by a partnership announcement. A demonstrable transition from expansion intentions to permitted and financed projects would be more convincing than any flow of positive headlines — and that is the standard against which optimism should be measured.
