Nebius announced a NEOM framework deal, a $3.5B Citi credit line and an NVIDIA-built workbench, but return on AI infrastructure capital remains the key test.

Nebius has spent the past week doing what growth-stage infrastructure companies do best: announcing things. A preliminary framework agreement to take up to 50 MW at the planned Oxagon AI campus in NEOM, a 3.5 billion $ secured credit line from Citi, and an open-source Physical AI Workbench built with NVIDIA. Each is a genuine step. None of them, on its own, settles the question that has been dogging the stock.

That question is not about engineering. It is about whether capital sunk into AI infrastructure comes back with a return attached. Reuters reported that Nebius shares came under pressure on Thursday alongside other AI infrastructure names, with doubts about the viability of debt-financed expansion at the center of the selling. Short interest in Nebius stood at 20% of the free float, according to that reporting. The extra financing from Citi, in other words, did not dissolve the concern — access to capital and confidence in what that capital eventually earns are two separate things.

What Oxagon actually commits

Wednesday's announcement with HUMAIN and DataVolt is a preliminary framework agreement. According to NEOM, the capacity earmarked for Nebius belongs to the first construction phase of 100 MW, which is already under construction. A possible offtake is not a booked utilization, and the language matters here more than the megawatt figure.

The timeline stretches well past the current market debate: a phased start of operations is expected from the fourth quarter of 2027. That date says more about the investment case than the headline capacity does, because it shows the horizon Nebius is aiming at. Elsewhere the company is moving on the same front — on October 12 it signed an agreement with VOLT covering a substantial share of the planned capacity at the Rotterdam AI Gigafactory. Taken together, the two projects sketch the direction of the build-out. Whether they generate attractive returns on capital cannot be inferred from their size.

Should investors sell immediately? Or is it worth buying Nebius?

The financing runs on a different clock

On Thursday Nebius said it had secured a senior secured financing facility from Citi worth 3.5 billion $. It carries a 364-day term and an initial rate of Term SOFR plus 2.75 percentage points per annum. Proceeds are designated for data center development, GPU procurement and general corporate purposes.

That is the expansion the market is questioning, funded directly. It buys room to maneuver; it does not answer the return question by itself. Nor should the short tenor be hastily welded to the 2027 Oxagon start-up as a concrete funding gap — the facility is not explicitly tied to that campus. The mismatch in time horizons remains a fair test, though: with a long-dated build-out, the financing structure belongs in the investment thesis right next to the available compute.

A workbench, not a revenue forecast

The product side of the story has moved too. The Physical AI Workbench, developed with NVIDIA, covers data generation, simulation, training and evaluation in a single tool environment, aimed at cutting the technical friction in robotics development. Nebius says customers report up to 40% less development time. That is a claim about customer productivity, not a revenue forecast for Nebius and not a statement about the offering's profitability — a distinction worth holding onto.

The NVIDIA relationship extends beyond robotics. Nebius announced early access to three NVIDIA templates for AI agents in retail, covering experiments in inventory management, store operations and workflows for fine-tuning models on Nebius services. Early access is not general availability. Training is part of the package as well: on October 16, the Nebius Academy and NVIDIA announced a partnership that brings NVIDIA Deep Learning Institute courses onto the academy platform, alongside jointly developed courses on agentic and physical AI.

There is a working example, too. On Wednesday Nebius presented a closed training loop for Sereact's Cortex robotics model, deployed in Zalando returns processing at CEVA Logistics sites, with Nebius supplying the AI cloud and the Workbench. Applications like this make the demand story more tangible than another capacity announcement, because they tie compute to a specific work process. They demonstrate an application, not the profitability of the whole expansion.

The test that outranks the announcements

For all the product breadth, the yardstick for Nebius remains unchanged. Neither a large credit line nor a large campus should decide the argument alone. The build-out story becomes convincing when utilization, return on capital and financing fit together. The NEOM agreement widens the view. It does not pre-empt the economic proof.
