Nebius Stock: A Dutch Government Meeting, a $9 Billion Prepayment Bet, and the Gap Between Signed Contracts and Earned Revenue

Nebius posted 454% Q2 2026 revenue growth, but its buildout depends on customer prepayments and on-time capacity delivery at the end of 2026.

Nebius spent part of today discussing access to AI computing capacity with the Dutch government. Prime Minister Rob Jetten and Willemijn Aerdts met with Nebius chief Arkady Volozh, according to Computable, covering how Dutch companies and institutions might tap AI compute, alongside cooperation, AI literacy and the use of such applications. The company runs AI cloud infrastructure and operates its own facility in Finland, among other assets.

Political attention of this kind frames the business without settling it. No order or funding commitment can be inferred from the topics discussed. The same caution applies to the planned Rotterdam data center campus, where Nebius has signed a letter of intent for a substantial stake in the project. Permits, financing and binding contracts are all still outstanding, leaving the site an expansion prospect rather than operating capacity.

The Financing Question Behind the Growth Numbers

What the expansion costs shows up plainly in the quarterly figures. Revenue in the second quarter of 2026 jumped 454% year on year, while Nebius spent roughly $5.7 billion on property, equipment and intangible assets. Growth alone therefore tells investors little. The timing of customer payments, and how much of the buildout Nebius must carry itself, matters just as much.

Customer prepayments ease that burden. They covered about 70% of second-quarter contracts and 50–60% of the associated investments. For the full year 2026, Nebius expects more than $9 billion in customer prepayments. That forecast carries extra weight because the company spends before the capacity it creates delivers its main revenue contribution.

Should investors sell immediately? Or is it worth buying Nebius?

Prepayments link demand to funding. They can cap the need for outside capital and demonstrate that customers are committing money early. They are not the same as revenue already earned, so what counts for shareholders is not just cash arriving but the subsequent delivery of the agreed service.

Capital Markets Are Doing Part of the Work

Early customer payments are not the only source of money. In August 2026 the company raised about $5.75 billion in gross proceeds from convertible bonds. Access to capital markets has been real, though nothing guarantees that future conditions will be as favorable. That is why concerns about financing costs stay relevant even against such strong revenue growth.

The gap between outlay and return is the bear case in a nutshell. In the second quarter of 2026, operating cash flow of $2.25 billion stood against $5.66 billion of spending on fixed assets, equipment and intangibles. Prepayments soften that strain without removing it. A fast-growing provider can come under pressure if delivery slips or if additional funding gets more expensive — and then the terms on which Nebius could raise capital would become the decisive issue for shareholders.

Truist's Target Rests on a Timeline

Truist reaffirmed its buy rating with a $355 price target. The stock gained 2.9% yesterday. The brokerage justifies its positive view with expected above-average revenue growth and a 2028 enterprise value-to-sales ratio of 4.5, a forecast in which sharply rising revenue would make the valuation look cheaper relative to future business volume.

That call assumes Nebius executes the announced expansion. Most second-quarter contracts are due to provide capacity at the end of 2026, with their main revenue contribution expected in 2027. Signing and revenue recognition are separated by a considerable stretch of time. Nebius holds extensive agreements with Microsoft and Meta, which carry different economic weight than non-binding interest in AI compute — but even those depend on capacity being delivered and the expected proceeds being earned.

A $10 Million Developer Bet, and What It Doesn't Prove

Nebius also plans to widen its European AI Builder Program, backing it with a $10 million commitment announced yesterday. The program combines compute support, possible investments and activities to build a developer community. Nebius did not disclose how the commitment breaks down, and no secured commercial order intake can be derived from it yet. It may broaden the customer base; its economic effect has to show up first.

Nebius at a turning point? This analysis reveals what investors need to know now.

The credits on offer are intended for learning and experimentation, not for production or large-scale commercial use. Whether they convert into paying demand later remains open. In the bull case, the Europe initiative is a supplement rather than the main pillar of the investment case.

What to Watch Before the Year Is Out

The decisive test is not whether Nebius wins more demand but whether that demand comes on terms that keep the buildout financeable. Additional contracts would be less convincing if Nebius had to shoulder a growing share of upfront costs itself. The next concrete operational checkpoint is the planned capacity delivery at the end of 2026; the expected revenue contribution in 2027 becomes the yardstick after that. That sequence matters more than a short-term share price reaction to an analyst recommendation or a support program.

As long as the expected prepayments arrive and capacity construction stays on schedule, a plausible path to higher revenue remains intact. If customer funding falters or delivery is delayed, additional capital needs could overshadow the growth opportunity for shareholders. The Dutch talks and the Rotterdam letter of intent can prepare future demand. The hard evidence must come from contracts already signed — through financed capacity and, eventually, through revenue.
