Ocugen is asking shareholders for patience measured in years, not quarters. The biotech's three advanced ophthalmology gene therapy programs won't reach the filing stage until 2027 at the earliest, with a second wave of submissions now penciled in for 2028 — a runway long enough to keep financing risk front and center for anyone holding the stock.

That tension was visible in Thursday's trading, when the shares shed 3.9% to EUR 0.7230, dragging the price back toward its 52-week low of EUR 0.7050. A separate reading of the same session put the decline at 3.3% with the stock at EUR 0.7270. No company-specific catalyst was identified for the drop.

A Clinical Timeline That Rewards the Patient

The schedule itself is laid out in an investor presentation for October 2026 filed with the US Securities and Exchange Commission. OCU400, one of the two lead candidates, is still on track to deliver pivotal Phase 3 topline data in the first quarter of 2027. For OCU410, the company continues to guide toward a Phase 3 launch in the third quarter of 2026.

Beyond those two, Ocugen is advancing a third late-stage ophthalmic gene therapy program, with Biologics License Applications for the group targeted for the 2027–2028 window. Management has not wavered on those dates, but the distance to them is precisely what keeps the market cautious: with few tangible interim results to trade on, sentiment has little to anchor to.

Should investors sell immediately? Or is it worth buying Ocugen?

MENA Licensing Adds a Revenue Path — Eventually

Regional groundwork is further along. Ocugen struck an exclusive licensing agreement for OCU400 covering the Middle East and North Africa with Roots Pharmaceutical Company WLL and its partner Al-Dhow International Holding.

The terms include an upfront payment and up to $4 million in development and regulatory milestones. Success-based sales milestones could add as much as $255 million, on top of royalties of 22% on net sales. Manufacturing and supply of the therapy stay with Ocugen.

Those potential proceeds sit well in the future, though, while near-term capital needs are immediate. A planned expansion of authorized share volume has inevitably stoked fears of meaningful dilution for existing holders.

Europe Build-Out Runs in Parallel

The company is also laying commercial tracks closer to home. In early October it named Jolanda Crombach managing director of its European subsidiary in Amsterdam. That unit is tasked with supporting regulatory filings, accompanying Phase 3 development of OCU410, and preparing a later European market launch.

Insider Sales Keep Valuation Questions Alive

Transactions from the executive suite have added to the hesitancy. CEO Shankar Musunuri sold shares on October 9 under a pre-arranged Rule 10b5-1 trading plan, while KVM Holdings, LLC also trimmed its position — both at an average price of $0.95. In a separate SEC filing, Musunuri reported a change in his ownership stake without disclosing the specific transaction details in the register entry.

Such sales are scheduled in advance by design, yet they still leave investors wondering how management views the current valuation. The question hanging over the stock is whether Ocugen can shore up confidence before the decisive regulatory milestones arrive. With approvals still years out, the share price remains, above all, a test of shareholder nerve.
