Petrobras is under mounting pressure to revise its refinery gate prices, with the company's board formally asking management on Monday for a plan to adjust diesel and gasoline rates, according to Brazil Journal. The push comes as expensive crude and currency swings sharpen the gap between domestic and import parity, and as Valor reports that the state-controlled oil major could lift diesel prices as early as October — a move that has yet to be confirmed.

The numbers behind the debate are stark. Petrobras charges distributors an average of R$ 3.26 per liter for diesel, while imported US diesel is quoted at R$ 6.88 per liter, Valor said. That spread turns the pricing call into a core economic question for the company rather than a routine administrative matter.

Weighing on management is a two-sided risk. A swift, steep increase could trigger economic disruption, people familiar with the matter told Brazil Journal, while leaving the pricing policy untouched could expose executives to legal scrutiny. The company must therefore balance closing the import gap against the fallout from an abrupt jump at the pump.

Government support measures are running alongside the standoff but do not resolve it. Brasília extended its R$ 2.12-per-liter diesel subsidy by one month, and a separate R$ 1.40-per-liter incentive for imported diesel has been in force since October 9 for a 30-day stretch. Those programs sit against a tight supply backdrop without substituting for a decision on Petrobras' own wholesale prices — leaving investors focused on what adjustment the company actually approves and how quickly it lands.

Should investors sell immediately? Or is it worth buying Petrobras?

Scale matters here. Petrobras supplies roughly 70% of Brazilian diesel demand, according to Valor, and the Refinaria de Repar refinery is in a scheduled outage through November. The pricing question therefore arrives at a moment of constrained refining capacity.

Premium gasoline tells a different story. Facing stronger demand for its Podium grade, Petrobras is leaning on extra imports, reporting a 32% sales increase versus the same period in 2025, with additional volumes expected in the second half of November. Vibra has confirmed temporary supply constraints but gave no timeline for normalization, and no price increase for Podium has been announced. The immediate fixes diverge accordingly: added supply for the premium fuel, a possible correction of wholesale rates for diesel.

Separately, the Duque de Caxias refinery on Monday secured an international recertification for its sustainable aviation fuel. Petrobras said the carbon intensity of the hydrogen used in production fell 29%, while the SAF itself recorded a 23.8% reduction in carbon intensity.

Chief executive Magda Chambriard also addressed the share price on Monday, telling Reuters that the post-election selloff was speculative and did not reflect the company's fundamentals, pointing to a strong pipeline of investment projects. The stock rose 0.8% yesterday to close at €9.10, following that earlier slump.

On the pension front, Petrobras has asked Brazil's federal audit court to mediate talks over a combined R$ 42 billion deficit across two Petros plans covering 52,000 participants. The request was filed on October 19, and as of October 22 the company said no agreement had been reached and the terms of the plans remained unchanged — meaning the mediation request still had no negotiated settlement behind it.
