Petrobras is pumping more oil and gas than at any point in its history, but record volumes alone won't settle the question that matters most to shareholders right now: whether the company can convert operational muscle into hard cash. Two forces are pulling the stock in opposite directions — a production machine running at full tilt and a domestic fuel-pricing gap that refuses to close.

Production clears a bar that wasn't due until 2028

Figures reported by Reuters show Petrobras lifted 3.512 million barrels of oil equivalent per day in the third quarter of 2026, up 11.7% from the same period a year earlier. That already surpasses the peak the company had originally penciled in for 2028, when it targeted 3.4 million barrels of oil equivalent daily. New units at BĂşzios and Mero, combined with fewer maintenance stoppages, drove the increase, and twelve new production wells came online during the quarter.

The export side kept pace. Crude and refined-product shipments climbed 20.7% year on year to 1.251 million barrels per day, while refineries ran at 99% of capacity. Domestic sales of refined products reached 1.854 million barrels per day, and oil exports alone jumped 21.3% to 987,000 barrels per day. Taken together, the numbers point to a solid operational base — though they don't yet answer the earnings question.

The diesel discount is where the story gets stuck

Record diesel output collides with a stubborn gap to import costs, and more barrels don't erase that spread on their own. The government extended diesel subsidies by 30 days, according to a report from yesterday, yet Goldman Sachs doesn't expect a price increase before the end of 2026. The bank estimates Petrobras's diesel price sits roughly 25% below import parity. State support cushions the difference but, in the analysts' view, doesn't eliminate it.

Should investors sell immediately? Or is it worth buying Petrobras?

Producers and importers receive 2.12 reais per liter, with imports additionally supported by 1.40 reais per liter through November 6. Itaú BBA sees substantial room for adjustment as well, though its figures describe what price changes would be needed under given assumptions — not what Petrobras has announced. To close the gap accumulated over the year, the bank estimates a diesel increase of about 60% and roughly 18% for gasoline, putting the current diesel discount to import parity at around 20%.

Itaú BBA also sketches adjustment paths rather than predictions. A single diesel hike of about 25% in early November could bring the company close to import parity by the end of January 2027. A more cautious start — roughly 13% followed by further steps — would push convergence out to late March 2027.

Free cash flow becomes the yardstick

With political risk repriced after Luiz Inácio Lula da Silva's re-election — investors had reportedly positioned for a Flávio Bolsonaro win — the market's focus shifts to whether the business itself justifies confidence. Free cash flow is the natural test, tying operating performance to the financial room left after investment. High sales and export volumes are a starting point, but they don't substitute for proof that the business generates correspondingly strong inflows.

Bank of America laid out the optimistic case on October 14, reportedly lifting its price target to $28 from $22 with a buy rating, citing expected production growth above peers and powerful free cash flow generation. That is an expectation, not a delivered result. The P-82 platform, which left Singapore on October 18 bound for Brazil and is due to start operating in 2027, adds longer-term context: the bullish case depends not only on monetizing existing operations but on announced projects staying on schedule.

A split verdict from the sell side

Bradesco BBI reportedly cut its year-end 2027 price target for Petrobras preferred shares to R$55 from R$62 on Monday, while keeping its buy recommendation. That combination captures the tension precisely — a fundamentally favorable view of the company doesn't preclude a lower valuation once political expectations shift. CEO Magda Chambriard called Monday's share decline speculative and pointed to the fundamentals and investment pipeline. That is the company's position; it doesn't relieve investors of checking whether operating cash flow and capital needs together leave convincing financial headroom.

Petrobras at a turning point? This analysis reveals what investors need to know now.

The pessimistic scenario doesn't require an operational collapse. A persistently higher risk premium for Brazil alone could stop good results from fully registering in the valuation. The post-election reaction showed investors are weighing fiscal prospects, interest rates and economic policy alongside Petrobras itself.

November 10 is the next real test

The company plans to release third-quarter 2026 financial results after the market close on November 10, with a results webcast scheduled for November 11. Investors get the financial yardstick first, then a chance to weigh management's explanations. If strong volumes coincide with convincing cash generation, that argues against a purely political valuation; if the financial delivery disappoints, the appeal to operational strength loses force. Either way, the verdict on Petrobras hinges less on whether the business grows than on whether that growth carries enough financial substance to offset the changed risk perception.
