Thyssenkrupp: A Binding Hydrogen Decree, a Tender Yet to Be Awarded, and Two Analysts Who Trimmed Before the News

Thyssenkrupp's steel unit has secured a firmer footing for its decarbonisation drive — but the paperwork that became final on Friday settles the subsidy question, not the economics of running a hydrogen-powered mill. The amended funding notice for the tkH2Steel project is now legally binding, giving thyssenkrupp Steel more room to ramp up its hydrogen share in stages and in line with changed economic conditions. What it does not do is prove the venture pays.

That distinction sits at the heart of how investors should read the flurry of announcements. The flexibility granted covers a core element of implementation rather than a mere formality on a timetable, and thyssenkrupp Steel is simultaneously preparing a fresh hydrogen tender. A tender in preparation, however, is not a completed procurement process — and a binding funding framework is not a signed supply contract. Treating the two as one and the same would overstate how far the project has actually travelled.

From Subsidy to Supply

The real test now lies in what the tender produces. Thyssenkrupp Steel has said explicitly that it intends to align the hydrogen ramp-up with availability and commercial viability, which makes the upcoming auction far more than an administrative step: its outcome could reveal the terms under which the planned scale-up can actually work. Commercially sound supply conditions would let the company build on the binding funding base and move from preparation to firm agreements. Should availability or cost turn out to be the binding constraint, the ramp-up could lag expectations — with the funding framework intact but the project's economic questions still unanswered.

That matters for the wider restructuring of the steel division. Chief executive Miguel López told Reuters on Wednesday that steel is being groomed as the next candidate for a possible spin-off, with a sale ruled out for now. A spin-off is thus a prepared option, not a completed transaction — and Thyssenkrupp has previously tried and failed to bring partners on board, according to Reuters. Credible progress at tkH2Steel could lend support to that perspective without guaranteeing a higher valuation or the spin-off itself.

Should investors sell immediately? Or is it worth buying Thyssenkrupp?

Two Trimmed Targets, Both Still Buy

The analyst community, meanwhile, has been adjusting its yardsticks. Deutsche Bank Research cut its price target to EUR 17 from EUR 18 while keeping its "Buy" rating, according to media reports on Thursday. DZ Bank lowered its own target to EUR 15 from EUR 16 and likewise reaffirmed its "Buy" call. Both moves predate the final funding notice, so neither should be read as a response to the amended framework — they are separate building blocks for assessing the stock, not a verdict on the hydrogen news. A lower target paired with a buy recommendation is not a sell signal; it is a positive view under revised assumptions.

The shares rose 2.5% on the day, a move that cannot be pinned cleanly on the funding decree. For investment decisions, what follows from the new tender matters more than the headline itself.

The December Anchor

The next hard date is 8 December 2026, when Thyssenkrupp has scheduled its annual press conference, its analyst and investor conference, and the publication of the 2025/2026 annual report. That will be the occasion to weigh the group's operating performance alongside any commentary on the restructuring.

Until then, the binding decree counts as concrete progress on the project's framework — nothing more. More flexibility in the hydrogen ramp-up eases implementation; it does not stand in for operating results. A final notice, a commercially viable supply contract and a possible spin-off are each distinct steps, and each deserves to be judged on its own.
