The German Navy's surface fleet is being rebuilt from the keel up, and TKMS has emerged as the chief beneficiary. Lawmakers in Berlin have now signed off on the full eight-ship MEKO A-200 DEU frigate program — known in service as the F128 — locking the shipbuilder into the Navy's procurement plans for the coming decade while saddling its yards with a demanding delivery timetable.

The expansion follows the collapse of the predecessor F126 project, which the federal government terminated on June 24 after serious performance problems. According to ARD, more than €2 billion had already been poured into that program without a single vessel being handed over. Dutch yard Damen, the former partner on F126, is now seeking €4.7 billion in damages over the cancellation, a claim filed roughly a week ago.

Eight hulls, €11.6 billion, and a December 2029 deadline

The Bundestag's budget committee gave the green light to continue procurement, lifting the order from the four vessels financed in early July to a total of eight. Reuters, citing a document from the Federal Ministry of Finance, put the overall program value at €11.6 billion.

Breaking that down: the first batch of four ships carries acquisition costs of €6.3 billion, with the first frigate contractually promised for delivery in December 2029. The four additional hulls account for €5.3 billion under the pure construction contract, while the ministry's full submission for that tranche comes to roughly €5.6 billion. Operating the extra ships through 2045 is expected to absorb a further €1.55 billion. As one media report noted, the procurement figure does not translate one-for-one into future TKMS revenue.

Measuring 121 meters, the new frigates are noticeably more compact than earlier designs. Their primary mission is anti-submarine warfare in the North Sea, the Baltic and the High North, shoring up Germany's NATO commitments. The Navy is leaning on a proven platform design to keep technical risk in check — and for TKMS, the commitment to the MEKO A-200 DEU line lays the groundwork for continuous series production over the years ahead.

Where the ships will be built

Production will be spread across different yard capacities. A company spokesperson said the additional vessels will not be built at the Kiel site. According to media reports, the first four already-approved units are slated for construction in Bremerhaven, while the exact location for the remaining four has yet to be settled.

Alongside the frigate work, TKMS is widening its maritime partnerships. Roughly two weeks ago the company signed a memorandum of understanding with the EDGE Group, with the two firms examining joint capabilities in underwater surveillance and underwater protection.

A muted reception on the trading floor

Investors have shown little enthusiasm for the long-term fleet build-out so far. TKMS shares closed Friday's session at €75.20. That leaves the stock 31 percent below its 52-week high, even as it holds a gain of 14 percent since the start of the year.

The order book gives the company a dependable base load for its capacity stretching years into the future. What it also brings is intense delivery pressure. After the multi-billion-euro delays that dogged earlier naval procurement efforts, both the customer and the investment community will be watching the schedule closely. Detailed figures on the group's business performance are due at year-end: TKMS plans to publish its annual report on December 7, 2026.
