UBS Prepares for a Defining October as Analysts Back the Stock and Bern Weighs a Bank-Only Levy
Published on 10/15/2026 at 20:10 | Editorial boerse-global.deUBS has moved to the centre of a widening debate over how far Switzerland is prepared to go in regulating its last remaining global lender. Reports attributed to Reuters, drawing on US media coverage, indicate the bank has been weighing contingency scenarios — including the possibility of moving its headquarters abroad — should Swiss capital requirements be tightened further. The bank declined to comment, and Reuters said it could not independently verify the accounts.
The speculation has been fuelled by political wrangling in Bern. The economic affairs committee of the Council of States has come out in favour of a fee for access to the state liquidity backstop, a proposal aimed squarely at systemically important institutions with substantial foreign operations. In Switzerland, only UBS currently fits that description. The Swiss Bankers Association has pushed back against the idea of an upfront charge, while the lender itself would not be drawn on the proposal.
A Menu of Contingency Options
According to the reports, the options under review extend well beyond a change of domicile. They are said to include acquiring a financial institution in the United States, merging with a European rival, or even selling to a US bank. The deliberations reflect persistent pressure over stricter rules in the wake of the Credit Suisse takeover. Investors have added their own voice: in early October, shareholder Artisan Partners wrote to the board urging it to leave Switzerland. Bloomberg data cited in the coverage shows the firm holds more than 60 million UBS shares on behalf of clients, equivalent to roughly 1.8 percent.
Sentiment has been shaped by the uncertainty surrounding the regulatory framework, though the stock edged 0.5 percent higher to EUR 42.48 in today's session.
Should investors sell immediately? Or is it worth buying UBS?
Analysts Stay Constructive
Research desks have so far taken the developments in their stride. J.P. Morgan reaffirmed its "Overweight" rating with a price target of CHF 50 on 6 October. Deutsche Bank Research issued a buy recommendation about a week ago and lifted its target to CHF 47, with analyst Benjamin Goy noting that political debates are overshadowing operating performance. He expects third-quarter pre-tax profit to grow 23 percent.
Legacy Clean-Up Gathers Pace
Away from the regulatory noise, the group continues to work through the assets inherited from Credit Suisse. On 6 October, UBS agreed to transfer the fund administration business in Switzerland and Luxembourg to Northern Trust. Subject to regulatory approvals, the transaction is scheduled to complete in the second quarter of 2027, marking a full exit from the segment.
The bank is also tidying up its liabilities. It has announced the repayment of a senior bond worth JPY 8.3 billion for 27 October 2026. Separately, it published an investor survey yesterday showing that 64 percent of polled US investors are optimistic about the American economy.
The October Test
The next real catalyst will be hard numbers. UBS Group AG is due to publish its interim report for the third quarter on 28 October 2026. With the shares at EUR 42.24 — about 12 percent below the 52-week high of EUR 48.19 — there is room to close the gap if the figures demonstrate how resilient the core business remains in the face of regulatory strain.
