Wirral Council Fined £6,000 After Worker Injured in Stepladder Fall

Wirral Council has been fined £6,000 after an employee suffered serious injuries when a stepladder collapsed during work at height. The incident, which took place at Dale Farm in Heswall, left the worker with a fractured collarbone and broken ribs — and has prompted fresh scrutiny of how public bodies manage workplace safety.
Appearing before Warrington Magistrates' Court on August 11, 2026, the local authority pleaded guilty to breaching Section 2(1) of the Health and Safety at Work etc. Act 1974. Alongside the fine, the court ordered the council to pay £4,000 in legal costs.
Safety Failures Identified
An investigation by the Health and Safety Executive (HSE) found that the council's controls for managing work-at-height risks were inadequate. The regulator's findings point to systemic gaps in how the authority assessed and mitigated the dangers of working above ground level.
Following the ruling, Wirral Council said an action plan had been implemented to address the safety shortcomings identified during the proceedings.
Enforcement on the Rise
The case reflects a broader trend of regulators tightening their grip on workplace safety — a movement visible well beyond the UK. In Australia, SafeWork NSW has announced the addition of 27 new inspectors, split between metropolitan Sydney and regional areas. The recruitment forms part of a four-year, $127.7 million investment aimed at adding 51 inspectors to the agency's ranks.
Since July 2025, the Australian regulator has already brought in 68 new inspectors, including specialists focused on psychosocial hazards. Minister Sophie Cotsis said the expansion would strengthen the agency's capacity to conduct workplace visits and enforce compliance with safety standards.
Property and Landlord Compliance
Back in the UK, local authorities are also addressing safety and liability in the property sector. Flintshire County Council has scheduled a Landlord Forum for the evening of August 13, 2026, in Shotton. The meeting will focus on property maintenance and compliance, with agenda items covering Minimum Energy Efficiency Standards (MEES) and fire risk assessments carried out by safety specialists.
Meanwhile, Cheshire East Council continues to defend the safety of the Malkins Bank golf course in Sandbach, despite long-standing concerns over soil and water contamination. The Environment Agency has identified 19 contaminants at the site in recent years — including arsenic, lead, and benzene — yet the council maintains the area is safe for public use. This position persists even though internal advice from several years ago recommended that staff wear specialised protective equipment when working on the grounds.
Temporary Structures and Environmental Safety
Safety concerns involving temporary structures have also come to the fore this month. Kirklees Council launched an investigation into scaffolding erected without a permit in Linthwaite around August 6, 2026. Residents reported that falling debris from the unauthorised structure blocked property access before the scaffolding was eventually removed.
In Wirral, attention has turned to environmental safety and flood management. Restoration work began in August 2026 on 24 hectares of marshland at Hoylake Carrs. The project, run in partnership with the Cheshire Wildlife Trust, uses natural flood management techniques and is scheduled for completion in spring 2027.
