A late-session surge pushed XRP to $1.42 on Tuesday, reversing earlier losses after Donald Trump accepted roughly 80% of the ethics restrictions Senate Democrats had demanded for the Digital Asset Market Clarity Act. The token climbed 5.8% on the news, though it had spent the morning in negative territory.

The compromise cleared the path for a final draft introduced by leading Senate Republicans. That text explicitly names XRP as an example of a "digital commodity" — a designation the market reads as a step toward clearer jurisdictional lines between the SEC and the CFTC.

Senate Procedural Vote Looms

Senators Cynthia Lummis, John Boozman, and Tim Scott are behind the bill, which would establish the first reliable federal framework for crypto trading in the US. A cloture vote is scheduled for 2:15 p.m. Eastern today, requiring at least 60 votes to formally advance debate.

Under the package, affected federal officials and their spouses would have to divest significant crypto holdings or move them into a qualified blind trust. State attorneys general would also gain an enforcement role over these ethics rules.

Should investors sell immediately? Or is it worth buying XRP?

RLUSD's Expansion Adds Fundamental Support

Beyond Washington, Ripple's own stablecoin has been quietly building scale. RLUSD's market capitalization recently passed $2.32 billion, and since the start of the year it has grown by roughly $1.07 billion — placing it third among 2026's fastest-expanding stablecoins, behind Tether's USDT and Anchorage's business-focused USDGO.

That growth comes with active liquidity management. On September 10, Ripple confirmed the permanent burn of 15 million RLUSD tokens, worth about $15 million, via an Ethereum null address. The stablecoin's rise deepens the liquidity base around the XRP Ledger, where the technical stack is also being retuned.

Ledger Passes an Unplanned Stress Test

On Saturday, the XRP Ledger processed a record batch of 2,768 transactions in 3.8 seconds, clearing an unplanned stress test without delays. A technical upgrade had already gone live on September 11, bringing changes to Single Asset Vaults, the Lending Protocol, and Automated Market Makers.

Institutional plumbing is thickening as well. A Charles Schwab money market fund reported holdings of nearly $4.8 million in XRP ETF shares on September 9, pledged as repo collateral. US XRP ETFs drew $5.14 million in net inflows on September 10, lifting cumulative inflows to roughly $1.70 billion.

Macro Headwinds Temper the Rally

Despite those operational milestones, the broader tape remains cautious. XRP is still up 42% over 30 days, but momentum has stalled. Profit-taking is part of the story; so is the rate backdrop. After US producer prices rose 5.4% year-over-year, expectations for a tighter Federal Reserve gained traction.

Investors are treading carefully ahead of the central bank's rate decision on Wednesday. Beyond the policy rate itself, updated economic projections should shed light on the Fed's next moves. XRP now trades above its 50-day average of $1.23 — and whether the Senate procedural motion clears its 60-vote threshold will likely determine the next leg.
