XRP rebounds above $1.47 with record ETF inflows, whale buying, and regulatory progress, signaling a sustained institutional shift beyond a technical bounce.

The digital asset's sharp recovery from a sub-$1 slump earlier this month has evolved into something more substantive than a simple technical bounce. XRP is changing hands near $1.47–$1.48, up roughly 48–49% over the past seven days, but the real story lies beneath the price chart: a coordinated build-out of institutional infrastructure, a regulatory thaw in Washington, and a notable shift in how large holders are positioning their tokens.

Whales Move In While Exchange Flows Dry Up

On-chain data reveals a striking accumulation pattern. Wallets holding between one and ten million XRP added approximately 380 million tokens over the course of a week, pushing their collective holdings to 16.36 billion XRP. This cluster of mid-tier whales is often viewed as a proxy for professional sentiment, and their buying spree suggests conviction that extends beyond short-term speculation.

The accumulation is amplified by a parallel trend: outflows from large holders to Binance have fallen to their lowest level since 2021. Fewer tokens moving to exchanges typically signals reduced selling intent, a dynamic that has historically preceded sustained upward pressure.

The timing is notable. Just days before the buying wave, XRP had dipped below the psychologically significant $1 mark on August 11—the first time since November 2024—amid thin liquidity and selling pressure. The subsequent reversal has been described in one weekly report as the strongest recovery in years, vaulting XRP past USDC to become the fifth-largest cryptocurrency by market capitalization.

Record ETF Flows Tell a Two-Part Story

The institutional bid is also visible in the exchange-traded fund channel, though the path has been uneven. US spot XRP ETFs recorded their best weekly inflows since May, with net additions of $39.78 million. August 18 alone saw $5.81 million enter the funds, led by Bitwise at roughly $2.24 million, Grayscale at $1.94 million, and Franklin at $1.63 million. Cumulative net inflows have now reached an all-time high of $1.55 billion.

Should investors sell immediately? Or is it worth buying XRP?

That headline figure masks a dramatic reversal of fortune. The first ten trading days of August delivered just $3.27 million in inflows—a steep drop from July's $27.29 million and a fraction of the $666.61 million posted in the funds' launch month. In the week ending August 8, inflows had collapsed by 93% to a mere $1.01 million. The mid-August resurgence therefore represents not just a recovery, but a decisive inflection point in institutional appetite.

A separate data point adds further color: on a single trading day, the ETFs collectively gathered $18.38 million, with $16.89 million of that flowing through the Bitwise fund alone.

Washington's Regulatory Clock Starts Ticking

The market's renewed confidence coincides with a series of regulatory developments that could reshape XRP's legal standing. Ripple CEO Brad Garlinghouse and SEC Chairman Paul Atkins appeared together at a White House crypto summit last Wednesday, where discussions centered on the CLARITY Act—legislation that would classify XRP as a digital commodity under CFTC oversight. The pair also shared a stage at the Wyoming Blockchain Symposium on August 18, a public show of alignment that fueled speculation about imminent regulatory progress.

A Senate vote on the CLARITY Act is expected in mid-September. Adding to the momentum, the SEC proposed a framework on August 18—dubbed "Regulation Crypto Assets"—that would release certain tokens from securities classification under specific conditions. The public comment period remains open until October 20.

The SEC also canceled its open meeting originally scheduled for August 14, a move that market observers linked to the timing of regulatory decisions and the prevailing sentiment around XRP.

Ripple's Debt Play and the RLUSD Expansion

Beyond the regulatory sphere, Ripple is laying groundwork for a broader financial services footprint. Its prime brokerage arm, Ripple Prime, closed a $275 million bond issuance on Sunday, rated BBB by KBRA. The proceeds are earmarked for expansion into US financial services, including multi-asset clearing.

The corporate activity extends to credit markets as well. Cicada Partners, a credit manager, has launched an institutional lending fund on the XRP Ledger that provides working capital loans in RLUSD to fintech and payment companies, with Ripple participating as a limited partner.

XRP at a turning point? This analysis reveals what investors need to know now.

RLUSD itself has crossed the $2 billion market capitalization threshold, with roughly $1 billion circulating natively on the XRP Ledger. Notably, the secondary article indicates the majority of new issuance occurred on Ethereum, underscoring Ripple's multi-chain strategy. The network now hosts more than 1,850 active automated market maker pools, nearly a third of which use RLUSD as their base currency.

Ripple has also been active in token movements: on August 13, it transferred 50 million XRP—worth approximately $50.5 million—to an unidentified wallet, from which one million tokens later moved to Binance. This followed Ripple sending 700 million XRP from its monthly unlock back into escrow. The XRP Ledger also received an update tailored to institutional users around the same time.

The Monetization Question Lingers

Not every metric points in the same direction. 21Shares reported that XRP Ledger network revenues fell by more than 81% year-over-year in the first half of 2026, driven by declining AMM swap fees and NFT license income—despite settlement volumes approaching $160 billion. The disconnect between transaction throughput and fee generation raises legitimate questions about the network's long-term ability to monetize its activity, even if it has yet to dampen the current rally.

Garlinghouse has previously disclosed that Ripple spent roughly $150 million on legal fees over four years defending against the SEC lawsuit, which concluded in August 2025. With that litigation behind it, and with the CLARITY Act and "Regulation Crypto Assets" potentially providing clearer rules of the road, Ripple appears to be positioning itself for a phase of institutional consolidation—one that the market, through whale accumulation and record ETF flows, seems to be pricing in well ahead of the legislative calendar.
