XRP rebounds above $1.50 after a 51% weekly surge, driven by regulatory clarity hopes, record ETF inflows, and whale accumulation.

XRP Surges 51% to $1.50 as Regulatory Optimism and Institutional Inflows Fuel Rally

The digital asset market has a short memory, and XRP is proving it in spectacular fashion. Just over a week after dipping below the psychologically critical $1 threshold for the first time since November 2024, the token has staged a ferocious comeback, trading at roughly $1.50 after a 51 percent surge over seven days — its strongest weekly performance since November. The rebound has clawed back a substantial portion of earlier losses, though the asset still sits 18 percent in the red year-to-date and remains 53 percent below its 52-week high of $3.65 set on July 17.

Washington's Regulatory Winds Shift

The rally's ignition came from an unusual confluence of macroeconomic and political signals. The US Treasury's decision to double its bond buyback operations to $4 billion per session between September 9 and November 4 has market observers anticipating a liquidity spillover into riskier corners of the financial system, including cryptocurrencies.

More directly, the political calendar has aligned in XRP's favor. A White House meeting last Wednesday brought together Ripple chief executive Brad Garlinghouse and SEC chair Paul Atkins, fueling expectations of regulatory clarity. Garlinghouse amplified that optimism following Thursday's CFTC Innovation Advisory Committee session, which counted Coinbase, Uniswap, Nasdaq, CME and Cboe among its participants, declaring the US was "closer than ever" to clear crypto rules.

The real test arrives September 15, when the Senate votes on the CLARITY Act — legislation that would classify XRP as a commodity under CFTC oversight. The bill needs 60 votes to pass, making the outcome far from certain but giving traders a concrete catalyst to position around.

Institutional Money Returns With a Vengeance

The price action is underpinned by tangible capital flows that tell a story of institutional conviction. Spot XRP ETFs recorded net inflows of $39.78 million in the week through August 21 — their best showing since mid-May. That brings cumulative inflows to an all-time high of $1.55 billion. Bitwise leads the pack with $542.7 million in holdings, while Canary and Franklin each hold over $400 million.

Should investors sell immediately? Or is it worth buying XRP?

The contrast with recent history is stark. The first ten trading days of August had delivered a paltry $3.27 million in inflows, a dramatic falloff from July's $27.29 million and the $666.61 million recorded in the funds' launch month. The week through August 8 had seen inflows collapse by 93 percent to just $1.01 million. The mid-August reversal marks a decisive shift in institutional appetite.

Whale activity tells a similar story. Wallet addresses holding between one and ten million XRP accumulated roughly 380 million tokens within a single week. Simultaneously, outflows from large holders to Binance hit their lowest level since 2021 — a signal that major players are holding rather than distributing.

Corporate Moves and a Growing Ecosystem

Ripple's corporate machinery has been equally active. Ripple Prime closed an upsized private placement of senior notes worth $275 million on Tuesday, rated BBB by KBRA, with Piper Sandler serving as lead placement agent. Notably, the bond documentation contains no explicit collateralization by XRP holdings.

On the blockchain itself, Ripple transferred 50 million XRP — worth approximately $50.5 million — to an unidentified wallet on August 13, with one million tokens subsequently moving to Binance. This followed Ripple's earlier move to return 700 million XRP from its monthly release back into escrow. The XRP Ledger also received an update tailored to institutional users, while Ripple's stablecoin RLUSD crossed the $2 billion circulation mark, with most new issuance occurring on Ethereum.

The Overheating Risk

For all the bullish momentum, the market's temperature is running dangerously high. Saturday's flash crash liquidated $500 million in leveraged long positions — a stark reminder of the fragility beneath the surface. The Relative Strength Index sits at 86.2, deep in overbought territory, and XRP trades 36 percent above its 50-day moving average of $1.10. That gap historically signals consolidation risk.

The September 15 Senate vote now looms as the pivotal moment. Whether the current trajectory continues or the overbought conditions force a breather may ultimately hinge on those 60 votes in Washington.
