July inflows across XRP products totaled roughly $27 million, a 54 percent decline from the prior month, and without late-month inflows the month would have closed in negative territory. Still, the products have strung together four consecutive sessions of positive net inflows totaling about $15.4 million, lifting cumulative flows since launch to roughly $1.51 billion. The most recent weekly snapshot shows $14.86 million entering the funds, led by Bitwise at $10.15 million and Franklin Templeton at $4.70 million.
Whales Accumulate as Technicals Hang by a Thread
On-chain data adds another layer to the picture. CryptoQuant flagged notable accumulation by large XRP holders in the $1.00–$1.20 zone on Wednesday, with the realized average price for whale cohorts sitting near $0.75. The analytics firm draws a parallel to similar buying patterns among Bitcoin and Ether whales, interpreting the behavior as characteristic of a late-stage bear market—large addresses stepping in counter-cyclically while broader sentiment remains fragile.

The technical setup leaves little margin for error. Analyst Ali Martinez, also known as Ali Charts, identifies $1.06 as the line in the sand. Hold that level, and targets of $1.35 and $1.64 come into play. Lose it, and the downside opens toward $0.80, with $0.62 as the outer extreme. Fellow analyst Alejandro Arrieche sees rising odds of a test at $0.80 should the psychological $1.00 mark give way. The monthly momentum reading, by some measures, is the weakest in over a decade—a striking divergence from the institutional buildup happening in parallel.
Tokenized Assets Surge as the Ledger's Utility Expands
The most dramatic growth story sits on the XRP Ledger itself. Tokenized real-world assets have reached $4.34 billion—a 59-fold increase from January 2025, when just $73 million was recorded. Ripple President Monica Long described the moment as a turning point on Tuesday, noting that banks are now moving pilot projects on the ledger into production. She had earlier characterized the growing institutional embrace of the ledger as a "light-switch moment."
Ripple has been putting capital behind that thesis. On Monday, the company invested in ZILO, a transfer agency services provider, and Licuido, a UK-regulated issuance house—both pieces of the capital markets infrastructure being assembled on the ledger. The network has also gained new functionality: FXRP has been approved as collateral in an RLUSD vault on the lending platform Morpho, allowing holders to borrow against their XRP without selling the token. The ledger itself, now active for more than twelve years, has processed over $1 trillion in transaction volume, according to company figures.
Regulatory Divergence: Europe Advances, Washington Stalls
The regulatory picture splits sharply along geographic lines. In Europe, Ripple's Luxembourg subsidiary, Ripple Payments Europe, received full MiCA-compliant status from the CSSF in early July, enabling regulated crypto payment services across all 30 states of the European Economic Area. That builds on an existing e-money license and was followed by the company's inclusion in the ESMA register in mid-July. Ripple now holds more than 75 regulatory licenses worldwide. Aviva Investors has also launched a tokenized US dollar liquidity fund on the XRP Ledger, with some share classes exceeding $1 billion in size, following approval from the Irish central bank.
Washington tells a different story. The CLARITY Act, the flagship market-structure bill for digital assets, failed to secure the necessary procedural votes in the Senate on Wednesday. Majority Leader John Thune filed cloture motions for other legislation but not for the crypto bill. Prediction markets have slashed the odds of passage before July 2027 to 41 percent, while the probability of enactment this year has fallen from 82 percent in February to roughly 23 percent. Democrats continue to block the measure over unresolved ethics questions, and at least seven additional Democratic votes would be needed for cloture. The Senate heads into its summer recess on Friday without a scheduled vote.

SEC Commissioner Hester Peirce expressed confidence in the regulatory direction, while Bitwise CIO Matt Hougan argued the crypto market can function without immediate statutory clarity, pointing to the SEC's increasingly crypto-friendly posture under current leadership.
For XRP holders, the disconnect between price and fundamentals has rarely been starker. The institutional track—MiCA licensing, tokenized asset growth, new lending functionality, and strategic investments—keeps compounding. The price track, meanwhile, remains hostage to the tug-of-war between selling whales and accumulating long-term holders at the $1.00–$1.06 decision zone. Which track ultimately wins will determine whether this is a late-stage bear market bottom or merely a pause before the next leg down.
