Chevron Corporation has delivered a sobering update regarding its storm-damaged Wheatstone liquefied natural gas (LNG) facility in Australia. The energy giant now anticipates repairs will take "weeks, not days," a significant extension that delays the full resumption of operations following damage inflicted by Tropical Cyclone Narelle.

Global LNG Supply Under Strain

The prolonged outage at Wheatstone, which has an annual production capacity of 8.9 million tonnes, compounds existing pressures on the global LNG market. In February alone, output from the facility accounted for approximately 2.4% of worldwide LNG trade, with ten cargoes shipped to Japan and one to Thailand.

Market analyst Saul Kavonic of MST Marquee estimates that cyclonic activity has impacted Australian LNG capacity exceeding 30 million tonnes per year. This disruption, coupled with shocks emanating from the Middle East—including a blocked Strait of Hormuz and the shutdown of a major Qatari export plant—is affecting more than a quarter of global LNG supply. Other facilities impacted by the same weather system include Woodside Energy's North West Shelf project. Together with Chevron's Gorgon and Wheatstone plants, these operations recently covered nearly half of Australia's LNG exports.

Assessment Ongoing, Gorgon Online

Chevron's Australian subsidiary confirmed that damage assessments are still underway at both the onshore plant and the offshore platform. A return to full production is not expected for several weeks. In a contrasting positive development, the larger Gorgon LNG facility, with a 15.9 million-tonne annual capacity, resumed full three-train operations on March 29.

California Operations Pose Additional Challenge

Simultaneously, Chevron is confronting growing pressures within its U.S. operations, specifically in California. The company has warned that the state is headed for an energy crisis due to the Iran conflict and has threatened to exit its refining business there unless taxes and regulations are eased. Approximately 20% of California's refined fuels are sourced from Asia, a supply chain currently under severe stress.

To ensure supply, Chevron is currently shipping crude oil from the U.S. Gulf Coast through the Panama Canal to California. Proposed new emissions rules from the California Air Resources Board could further increase costs for the state's remaining refineries. Chevron estimates the potential financial impact of these regulations could reach $500 million in additional costs over a five-year period.

Share Price Resilience and Strong Fundamentals

Despite these operational and regulatory challenges, Chevron's stock has shown notable resilience. As of March 29, shares traded at $211.65, hovering near a range high of $212.46 and marking a gain of over 13% since early March. This strength prompted Morgan Stanley analyst Devin McDermott to raise his price target from $174 to $212 while reaffirming an "Overweight" rating.

The company's robust balance sheet provides underlying support. In 2025, Chevron generated adjusted free cash flow of $20 billion, an increase of more than 35% year-over-year despite an almost 15% decline in oil prices. The firm has also capped its annual capital expenditures between $18 billion and $21 billion through 2030. Investors will gain a clearer picture of the financial impact from the Wheatstone outage when Chevron releases its quarterly results on April 30.
